Harris: a negation on the recording is missing from the minutes (“couldn't”)

Councilor Harris asked something else you said was trying to do more integration with between 988 and 911 and I have actually been sort of on the other end of one of those calls where somebody called 988 and then 988 was like we need to help this person and they reached out and eventually got back to me in my private capacity trying to locate this person to find them which is quite a desperation from just being able to call police and they said that they tried to contact police and work with them and it just wasn’t working out so they were trying all of these other avenues.
