Somebody has to be in the room

Checking the city’s minutes against a recording only works where a recording exists. Where it doesn’t, the city’s written account is the only account there is — and nobody can check it against anything. This board lists those holes, worst first, so they can be filled by people from here.

A shift is one meeting: attend or watch it, capture clean audio and video, and file what was said with timecodes. That record becomes the independent copy the checker runs against — and it stays public, under the community’s control, not the city’s.
