board meeting um and
um we have chris fair fair

10 10 operational overview and tip
project discussion chris
favor you're on good afternoon everyone
chris faber with economic development
for the record
so we're going to go through a
presentation today starting off with an
overview including the financial update
finishing up fy21
a brief update on the current tid
projects
and then some proposed future tin tid
options um that staff came up with
and then after that they'll be the
resolution for you to vote on we'll do
the discussion about the proposed
projects
first and we also have some members of
the amador foundation that would like to
speak when we get to the portion about
the amador as well
so i will jump right in
um just a reminder that the the tid all
revenues
that are generated uh from the tid go
back into the tid
it's 75 percent of every dollar
collected goes back into the tid
and then that remaining 25 percent goes
back into grt
the baselines were established when the
tid was founded and those
are the current baselines for each of
the elements grt baseline county
property tax baseline
and clc property tax baseline
here's the monthly breakdown of the
previous year
you can see that over the year that over
the month excuse me over the year each
of the months kind of steadily increased
with some of our largest
revenues coming in towards the end of
the fiscal year
and here's a year over year showing back
from fy14
all the way to fy21 you can see there's
a substantial increase over fy21 from
fy20
so
the within the tid there are three funds
so fund 2815 is for revenue and
operations
the current balance is about 3.9 million
fund 4270 which is unrestricted for
capital projects
is about 830 000 and fund
4271 which is restricted and
specifically for street projects
in the tid sits at about half a million
dollars
so the total is about 5.3
beginning fy22
so touch briefly on a couple of the
current projects going on there's
actually there's actually two right now
so we are in the process of wrapping up
the campo street redesign study
and just to recap for everyone it was
funded out of the tid
moles and corbin and associates are the
engineers that are on board
and the purpose of the study was to
evaluate the cultural impact
architecture landscaping lighting and
traffic within campo street
with the idea of making it more
accessible for pedestrians and to make
it feel like it's more a part of
downtown
sorry i keep forgetting you guys are way
over there
um and so there were two public
stakeholder meetings held one in january
one in april
um they are there's another one
scheduled for august 19th
and then the final report will be due to
city in late summer probably sometime
around september-ish
from that they will be able to determine
which design to move forward with
design for that project will take
between six to eight months and
cost approximately ten percent of
construction and the estimated
construction costs are about two million
dollars
and these funds would come out of 42.71
which again is that
fund that's dedicated specifically for
street projects
and the idea of getting the design done
now would be that when there are funds
for construction
they would have the plans ready to go
and they could move faster when they're
ready to implement
the construction of the projects
the next project is parking lot 7 which
i'm happy to report
is currently underway right now that was
about half a million dollars from tid
funds that were allocated last fiscal
year
they will be redesigning the parking lot
and the
the best part about it is they will be
redoing the bathroom facilities there
and those are the bathroom facilities
and parking lot 7 for those that don't
know is the parking lot directly behind
the rio grande theater
so they will be demolishing those
bathrooms building
a larger restroom facility closer to la
placita
so currently they're working on the
parking lot right now when that's
wrapped up they will begin
working on the restroom facilities and
that's estimated to be complete sometime
this fall
so that wraps up current projects i
don't know if you want to do questions
now or wait till the end

uh chris i saw some work being done on
the amador hotel
is that the city work or is that
something else
yeah uh mountain vice chair uh chairman
board member sorry i'll
there is current projects going on and
we're actually going to touch on those
in this particular section and we're
going to have a whole update on the
amador hotel yeah but there are two
current projects
going on right now current name them
please
so there there's two one of them was the
interior demolition where they were
bringing
and then the second one was the x the
west exterior wall
okay yeah okay when you said that's it i
thought well no i've seen some other
work done yeah
so i wondered what you meant okay thank
you thank you very much
anybody else looking looking way over
there okay
no chris okay all right so now we'll
move into proposed future
tid priorities um and and we've gone
through all these and aligned them with
all of the city council strategic
priorities
um and we can show you those uh at the
end when i have the budget put together
so the the proposed projects right now
are the is the actual redesign that i
just spoke about of campo street
and then reintroducing the pedestrian
data tracking signs to downtown
the purchase of some publix event sound
equipment
and some additional renovate renovate
main street
funding plaza money to move forward with
the plaza shade structure
and of course the amador hotel
so starting off with the pedestrian data
tracking
so currently well they're not in use
right now because
sufa who's the contractor we were
working with discontinued the signs that
the city was using a few years ago and
if you've ever been down main street and
you've seen the benches with
like the square sort of
solar area in the middle that was the
pedestrian data tracking
they discontinued that model and they've
reintroduced a new model which you can
see up here on the screen
this one collects the same cell phone
data as before but it also provides some
additional
marketing opportunities through
a high contrast digital screen that we
would be able to control the messaging
on
and so what i'm proposing is that we
purchase four of those
to replace the existing sufa benches
this would work in conjunction with the
data that we're already collecting from
the public wi-fi downtown but that's
basically right around the plaza so this
would extend our data
capabilities to main street they are
solar powered
and all self-contained and like i said
the sign is
editable and that's about forty
five thousand dollars for those
particular sites
the next uh project is to expand our
renovate main street grant program
so this previous fiscal year we did
seven grants
and for those that aren't familiar with
that the city has a grant program that
allows for businesses making
certain upgrades to their their business
uh up to twenty five thousand 000
matching grant for those for those
efforts
we had budgeted six out of this current
budget year for economic development and
we were looking to
add a couple more from tid funding with
the expectation that we might see
uh greater interest now that we're sort
of beyond the
the major part of the covet shutdown and
so we're looking for an additional fifty
thousand dollars from the tid for those
uh two extra grants
next up is some sound equipment so um
economic development is working on a
plan to host and produce more events
downtown on the plaza and the cayacitas
and in order to do that we need um
portable sound equipment that we can
we can bring with us and set up for
these particular events
when we do these events they will be
staffed with the sound
and technical staff from the rio grande
theater
so we just need the equipment to be
purchased so we'd be able to
to do these events either on the plaza
or in the kyacitas or
at one of the parks maybe klein park or
something like that
and the approximate cost on that is
about fifty thousand dollars
moving on to the plaza shade structure
um and there are
um at least i hope so um members from uh
public works to answer any additional
questions
so back at the august 24th work session
council identified the
shade structure that they um that they
liked the most which was the decorative
metal design and you can see a picture
of it up here
if we move forward with this funding
construction would begin after the
holidays
in early january 2022
the estimated cost is about 1.3 million
and the estimated completion time would
be about six months
amador hotel so i'm going to give
everyone on the board a little bit of a
background uh just to sort of bring
everyone up to speed on some of the
previous efforts
talk a little bit about currently what's
going on through public works
um and then there's some members of the
amador hotel foundation that would also
like to speak to you so
back in 2007 the the hotel was
there was they were threatening to to
demo the building the city stepped in
and assumed ownership of the building
and at that time the non-profit amador
hotel foundation was formed with the
goal of
saving the facility and restoring the
landmark
for use in downtown
from that time to today over a million
dollars in grants private funds and
legislative appropriation as well as
in-kind donations
have been tallied approximately 4 000
volunteer hours by nmsu engineering
students and community volunteers have
also been amassed
and the foundation has been responsible
for donations of furniture
silver artwork valued at tens of
thousands of dollars
and it was also a requirement of members
of the amador foundation to make a board
gift as well
so they were very instrumental in in
securing artifacts as well as funding
for the
restoration of the building
and back in 2009 city council at that
time was presented with a few different
options for the reuse of that building
and out of the three options that they
were presented they selected what was
known as options three
which consisted of an event center
offices on the second floor
a restaurant bar and a small museum
exhibit
and as part of that resolution council
identified three top priorities one that
the historic
amadar hotel adaptive reuse study was
accepted by council and would be the
document to direct renovations moving
forward
again re-establishing that that was the
option that they wanted to go with
and then directing staff to basically do
whatever needed to be done to
get everything carried out and get the
amador hotel back up
in operations
so current projects include
the interior demo exterior wall
reconstruction which if anyone has
driven down
water street in the last month or so
they've seen the work that's been going
on there
measures to safeguard the building as we
know there were some issues last fall so
so taking measures to prevent that from
happening
and that current contract amount is
about 935
000 um it's about 75 percent complete
estimated completion time would be
mid-october and when these projects are
done that will basically expend all
current money that the city has
for the amador hotel and that's why
we're we're coming to you today to look
for some additional funding
so what are the next steps so based on
the historic
evaluation report there are several next
steps identified
one would be the structure evaluation of
the building to really tell what
condition it's in and how to move
forward with the rehab
there would be building code analysis to
also determine
usage of the building in accordance with
what was uh what was set forth in in the
reusage plan preliminary rehabilitation
report
as well as the rehabilitation design
including
any rfps required and the design
development
that steady design and any construction
that could be done during that phase is
roughly 1.5 to 2 million dollars and
that's what we're
looking for the tid funds to help uh
keep this project moving forward
additional funds for the final build out
would be an additional roughly six
million dollars on that as well
so beyond this opportunity for funding
through the tid there are there are many
other options that we can look at so
once the building becomes
federally recognized as historical
building it would make us
eligible for a whole bunch of federal
and private funding source grants and
that type of
type of thing there's also the
opportunity for the tid to continue to
put money towards the project over the
next several years
and also for the city to prioritize the
amador hotel
on the cip and the icip for
city and state appropriations
so that concludes my presentation of
those projects
i know that was a lot of information we
do have city staff here available
for questions so

for your
presentation insofar as
the the funding you indicated that board
members are required
to make a contribution
and are those contributions continuing
are they consistent is it a pledge how
does that work
i will defer to members of the amador
foundation to speak to that and i
believe we do have a few of them here so
heather pollard will come up and speak
to that thank you chris
uh councillor flores i'm heather pollard
and president of the board
councillor flores we have not been um
really getting any pledges for the last
during covet
and our administrative funds were pretty
much
empty and so we've just been writing
checks ourselves
as the needs arose thank you miss
pollard and thank you for your personal
contributions as well as other board
members during this time
and i hope we're able to get more money
from other sources
from you too from other sources thank
you miss pollard
thank you and i i do have more questions
for mr
faber so um

so the money we have now will complete
um everything up
until um well
we've expended 935 000
and you said that that was for all the
items you listed including the interior
demolition uh how much are you looking
at and for what specific projects
because
there's still about
there's about 7.5 million dollars
just based on your presentation that
that it will take that much more to
complete the entire
is that what it'll take to complete the
entire renovation 7.5 million
um vice chair um gandala and
chair flores i'm going to let public
works come up and give a little bit more
detail but that's
roughly the estimate but she can
jennifer can probably speak to specifics
on that as well
and then chris you would know
specifically as to
the sources that and that's why you want
to go we get
we're looking at getting cip money and
other sources
that is correct some of those were
legislative funds that were they were
gathered correct
so we'll be sure to ask for that too
thank you chris
can i put this down hi there i'm
jennifer morrow i'm the
engineering administrator for the public
works department for the city
um and thank you for your questions
counselor flores
in regards to the funding um so
these are our estimates at this time
as you could see from the presentation
we discussed that there had to be a
structural analysis and a codes analysis
so sometimes it's going to be hard for
us to say this is exactly how much
funding that we need
the estimates we put in front of you are
the best that we have at this
timeline but those estimates could
change once we get those structural
reports back
and see what they recommend
also the other item that would change
our funding
is as you know with covid we've had
significant price changes over the last
year
we don't know if if those wood prices
metal prices are going to continue to
increase or maybe if they'll come back
down
and the other item is typically in
general with construction we see about a
four percent
increase every year so if we phase this
and do it over
four or five years we can anticipate
that for uh four percent
increase in those costs that we provided
today so
at this time those numbers are the best
numbers we have
so would that be a four times six years
or seven years whatever it takes is it a
four percent increase every year
or is it over the for additional time
period it's
it's just a general cost of living
increase or
construction cost increase so if if we
did a million dollars worth of
construction this year
and we still had five million we could
anticipate it to be
five million plus a four percent
increase and then
if we got like another phase of one or
two million and we
still have that three million add
another four percent per year so it's
it'll all depend on how much money we
can get and how quickly we can get
through the phasing
or through the recommendations for that
construction
since we are unsure of the money and we
don't know whether we'll get one big
chunk of money that we can do everything
quickly or whether we're gonna have to
phase it into one million two dollar two
million
dollar projects and you know have those
staggered through the next five years
will determine those increases over time
i see and ms maro when do you anticipate
having those structural reports back in
the analyses
um for us to do those structural reports
we need to have about 1.5 to 2 million
and that is why we are here before
the board because that is what we're
looking for is money for us
to be able to get those reports
completed and then to move on to the
construction phasing
but you did say waiting for reports so
did you mean
you after the structural analysis we'd
be waiting
so we're not waiting now let's see if i
can get this
um let's go back to the
did i go the right way chris um
okay so the current projects um i was
looking for
sorry we may not have it in there so
we've already done that
oh it is the historic evaluation report
so we have the historic evaluation
report
that we're working with and part of that
recommendation is the structural report
and the building code analysis those are
the reports that we need to do
to move forward so the only report we
have at this time is that historical one
and then chris i don't know if this is
for either you or for tomorrow but
you indicated that it is waiting for
federal recognition or certification as
a national
historic site or
um vice chair gandala a board member
florida so
part of the reason they're doing the
internal demolition right now is to get
the building back to its
basically original structure at that
point in time they will
evaluate where it's at and and and
hopefully
it will be able to qualify for federal
recognition as a historic property
and at that point in time we would be
open to other
doors to other funding opportunities
would be available to us but
a lot of these steps now have to be
completed before that determination can
be made
with the 1.5 million at this point if
that was allocated would that take care
of
getting that that step done and then
move forward to
moving it to federal recognition
i believe so well it'd be a lot more
encouraging
well i would defer to public works on
that since they know specifics but from
from all of our conversations i would
say yes that money would get us to where
we we need to be
we could submit it to um the federal
arts or whatever i think greg knows more
about that than i do but
um to the to to get federal recognition
which has given us more funds
yes dr cooper from the um
amador foundation is with us today and
she might be able to speak specifically
to that point if she wants to come up
here and
or heather pollard as well
uh councillor farzan uh neglected to say
that
i'm happy please
this is heather pollard again i'm
president of the amador hotel foundation
um i neglected to say um
when an answer to your question that
many of the board members
have um contributed not just writing a
check every year but
ten thousand dollars each for the room
rehabilitation one board member
has donated twenty thousand dollars uh
we also have prepared for you and we
i'll give this to chris but um there
are 24 following
options um for funding
opportunities that we have
put together so it's not just
legislative money or tid money
there is american rescue plan
new mexico community development
department of transportation it it just
really goes on and on and on so
we do know that um we're we're not
coming to you
hat in hand for the entire amount we do
have other funding possibilities
i'll give this to chris to uh
disseminate us to you thank you miss
pollard
my question was specifically as to
whether once it's recognized federally
as a as an historic site many meant yes
it would it would open open up many many
doors
absolutely absolutely so we would be
missing those opportunities
um i'd like to uh introduce dr sonja
cooper
uh dr cooper and her um
her partner um jean fulton at the
amateur hotel
have put in together hundreds of
thousands of hours
and dr cooper has um as you noticed with
her students
from new mexico state and their high pay
was pizza
pizza pizza so um this is a dr sonja
cooper
she is a structural engineer and she'll
certainly be able to answer
many more questions than i can as a
layperson thank you

good afternoon counselors sonja cooper
and i am
a member of the amador hotel board thank
you for having us today
let me let me clear up a couple of
things the
historic structures report do we name it
the
acronym of the hsr that
that report will give us
a pathway for designation as a national
land historic landmark once we get the
designation
of a national historic landmark that
then
opens up the funding that you've been
talking about that heather's been
talking about
at the state level at the national level
and
through a lot of organizations
professional and private
and government organizations that have
put aside a lot of money for bricks and
sticks and mortar
for national landmarks as well so it
opens up a plethora of
funding opportunities once we get that
designation the hsr the historic
structures report
will be is about to be turned in i think
that
um we are the the architect has
dedicated uh august or september for
that
um so it's very soon to be completed
uh so so we're we're on a good path
there
um i do want to take this time to
to complement and thank public works
and the contractor for the work that
they're doing on the west wall i don't
know if you've driven by
i'm out there a lot and we get a bunch
of horn hawks and thumbs up and
it's been a really a gratifying thing to
see
we have a very good team of public works
personnel contractor personnel and adobe
and line plaster mason subcontra
subcontractors all working together
this type of work requires careful
sequencing and checks and balances
between each other and
coordination so the funding to your
question
uh councilor flores the the 1.5 funding
and this is in line with what public
works has
been saying um
in in in my mind that's that will help
us continue around to the south
and the north facade to complete the
historic
portion of the building as far as the
exterior goes
that's to that's approximately and these
are these are
updated numbers and costs
given to us by the architect of record
for this project
that that particular funding is about
000 it will also
include the window sash rehabilitation
on all the historic facades so the north
the west and the south um
also what will the reason to me why that
is important
is because we've got the best of the
best
artisans on site right now the best
adobe masons
and the best lime plasters in the region
and we want to keep them there because
they are
they are well sought after in many
projects
so i think that this funding will do is
it'll help us continue around
and keep that excitement up with the
with the citizens seeing the progress of
the building
also with that funding the architect for
the
re adaptive reuse can proceed
with design and development drawings so
additional scopes can be done
that 1.5 million can also
start the bid packages for the utility
extensions and connections
and rebuilding of the east walls and the
structural
code analysis that have been mentioned
all those together
are are things that can be done without
completion of the full
uh bid package for the adaptive reuse
plans and design and redevelopment
so this this this funding um will allow
us
to do many things and jump start
the next phases while meanwhile
simultaneously we can be asking for
writing these grants for that additional
money
so thank you would request for
certification also
go run parallel to that or subsequent to
that
this process that you just went through
what point would the certification
request for certification be
submitted um after all of that is done
oh no no no it'd be confusing sooner
yeah yes

that concludes your questions counselor
uh thank you madam chair um and thank
you chris and
heather and dr cooper and all um
yeah some of the questions i had were
kind of answered by
uh what the questions that counselor
flores
asked however i just wanted to um
make comment on on the hotel itself
i i've been told a lot of the history
over the last 12
so years of the hotel and i'm
i'm totally surprised
as the importance of this hotel to the
history of las cruces

it's it's an extremely important part of
our history here
and considering the age of this hotel
and the type of construction i can only
imagine the problems that uh
are going to have to do it and it's
going to take a little some extra money
to
to to do it so um i'm all in favor of
this
however um i i
have a personal um well i was going to
mention too i'll never forget the uh
the celebration we had there for the
centennial of new mexico
it was quite a a thing that went on
there
including a actor that
acted out the part of the president of
the united states at the time
um and so many many other things too
um so i'm thinking in my mind this could
even possibly be a national monument
i wouldn't rule it out so we
get it all fixed up maybe we'll go for
that too
um so uh
if we need more money i would say i've
been in favor of having it done
taken out of the tid future to revenue
oh and then two there was uh in here
there was a
statement about how how to use the hotel
and um a bar and restaurant was
mentioned
i'm kind of wondering about that because
i think that was kind of mentioned or
decided on or are brought up before
the uh amador complex where there's we
have a couple three restaurants
and a bar there already maybe another
bar and restaurant isn't going to be
useful there so i'm just throwing that
out there
that might be something we want to
consider but there's a lot of other
things we can use the building for
for sure and of course when people come
here for whatever reason for our
outdoors and for
space travel or what have you this will
be a good added feature to
our visitors to las cruces so madam
chair
thank you that's all i had to say thank
you counselor sore counselor abate the
stubby
thank you vice chair canada and thank
you mr faber
uh board member flores was very thorough
with her questions today
so you got most of those
thank you um but i did want to make a
few comments
um with regards to the type of funding
i think my main concern is making sure
that
at least the exterior of the building is
safe
and also appealing as much work as we're
doing in the downtown
we want to make sure that we're not
subtracting any of that
aesthetic value as well
so with this additional 1.5 to 2 million
dollars
would that cover to make sure that at
least the exterior portion
would be fully renovated
at least for safety or
if not what might that cost
this is jennifer morrow again thank you
for your question
councillors david a big just davey
the answer to that is yes as you know in
the past we've had
troubles with people breaking in and
issues with the building
and keeping it secure so one of the
things that we're going to focus on with
this
monies that we are requesting from the
tid right now
is to secure the building and ensure
that that we won't have that problem in
the future
okay fantastic thank you i am in support
of uh using the tit funding for this
project
um and i can hear the passion
and love from much of the community over
this
area and so i look forward to seeing the
different types of renovation
thank you madam chair thank you thank
you councillor made this to be counselor
lincoln thank you madam chair and you're
doing great we're all a little rusty
so um thank you mr favor i have a couple
questions i'll leave my
amador questions to the end okay um
um i guess the big i was disappointed to
not see any
language in here about the small
business incubator that we had
previously discussed at the tid
meeting can you report back on that sure
um
board member gonda board member ben como
so there was some concern from city
staff about tid funds being used
for the purposes of an incubator and so
right now we're working with budget and
legal to evaluate
whether that is uses that that we can
spend the tid money on so
we sort of ran out of time before this
meeting to complete that so
we're working on that and we should know
better here in the next few weeks or so
in the next few weeks so if legal gets
back to us and says
yes absolutely doable where does that
leave us in terms of funding
uh so we could look at future future
funds through the tid
to look at this project moving forward
so we would we would revaluate monies
moving forward and and and see how that
funds the project
what do you what do you think the
timeline for that be to fully fund a
business small business incubator
so right now we're going through a
feasibility study so that's supposed to
wrap up this fall
and we should have a better sense of
what those total costs would look like
and what that program would look like on
the other side of that
we were estimating somewhere in the
neighborhood of of 2.2 million
to fund um the facility
plus any sort of upgrades or renovations
plus three years of operating so that
was what we were looking at
preliminarily
um that was the most recent numbers we
had
and and i guess i meant more in terms of
um if legal says we're able to go
forward
between this tid meeting and
what next hid meeting could be actually
be having a concrete conversation about
funding that project so the next tidd
meeting is in october
and we can look to have something uh one
way or the other back to the tip board
at that time
okay and do you think there'd be funds
or are these projects expending the
current funds that tid has
i i feel like with future revenues and
some of the money that we currently have
i think we would be able to
to find money to get the incubator
moving forward if that was
the direction the board wanted to go in
yeah okay i would like
i'm honestly i would like a little bit
more
confidence in that because i think to me
personally the small businesses
incubator feels a lot more urgent than
shade at the plaza um i think i
expressed
that as well at our last hid meeting i
may be in the minority and on the
council but to me
a small business incubator feels
significantly important right now as we
enter this
sort of post pandemic world we're still
in a pandemic i'm not entirely sure
we're in a post pandemic
but as you know businesses begin to
recover as people who perhaps started
home based build
businesses in the last year and a half
that to me seems
incredibly important i'll just leave it
there that wasn't a question
but madam chair i just really want to
note that that to me seems
significant again
the 1.3 million for shade seems like a
lot of money
to me um i remember though this being
the price that was estimated for shade
structures
with solar is that am i incorrect
uh board member ben como so um this
proposal moving forward does not include
shade and we have sustainability here to
speak to that because
i said without shade i meant without
solar because that was going to move
forward through the community solar
program
and so this project when it was
originally proposed i believe came in
just a little bit under a million
and then with additional taxes and other
you know stuffed on top of that plus an
increase for construction costs the 1.3
was identified
as the current amount to fund that
particular design
okay i that's a really hard one for me
1.3 million dollars for shade
is a lot of money um
okay i'll move on thank you um
the reimbursement program chris can you
talk more about that
about its effectiveness how many uh
businesses have we been able to
reimburse through this project
and um sort of that kind of information
board member women come are you
referring to the renovate main street
program yeah
so no no that's fine so um you know in
my time in in downtown about the last
year working with economic development
on this we did
seven i know there's been a few previous
to the program it began i believe
back in 2017
and so economic development has been
funding this program every year
we like i said we did seven in the last
fiscal year which was a lot
i thought considering it was during
coven and so we're sort of anticipating
an increase next year but um it's been
used for
mateo's as one of the restaurants that
has used those funds
common culture which is a new beauty
salon that's being developed on
water street is used with some of those
funds
the pharmacy that's going in at the end
sort of category to amador live those
they've applied for some of those funds
so they've gone to a lot of businesses
that are starting and will be new in
downtown and i think it's a really
essential program for sort of getting
that you know downtown moving again
and helping a local business who may
need just a little bit of extra money to
to do the renovations that they want and
it's all geared towards
the type of business that's like
entertainment restaurants those types of
things which is what
we're focusing on to bring more to
downtown that's amazing
that makes me a lot more excited than
shade no
shade on the shade but i am a lot more
excited about
these kind of projects being funded what
is the
i don't know the total budget for
renovate main street
uh chairman cuomo so out of the economic
development budget right now
we have funded for um funding for
six so i believe that's 200 000 is what
we've put into
is that right 200 no four i don't know i
think i think we have about two hundred
thousand dollars in there
and we were looking for an additional
fifty thousand dollars to um
just get us to eight which we feel would
be a good number for this year so we've
budgeted some
we just didn't have enough in our budget
to do the full funding that we thought
would be
important for this year okay i
given how incredible you you say it
has been i feel like you know 50 000
to me it doesn't feel like enough and i
feel like if we're going to make an
investment
in downtown that's what it looks like
especially for people who are excited to
open up the kind of businesses that we
would like to see
so thank you for that i was i'm excited
to hear all of that
um okay now i'm gonna move on to my
amador questions
so the current contract of 935 i think
i'm not sure if i
got that last number right those are um
all city public dollars
um board member bencomo i believe a lot
of those are state appropriations
um that that make up the bulk of that
okay thank you the rehab report
that has not been completed yet
um board member como i believe that some
of the work that they're doing now will
help them
finalize that which is what dr cooper
was speaking to which should be done in
the next couple months as these projects
are wrapped up and provide the last bit
of information for that process
yes thank you dr cooper you provided
excellent information i also a lot of my
questions were answered honestly my last
question around the amador
is um this idea of a restaurant or
adding a kitchen to it seems like it'll
be significantly more expensive
i was there at one point conversation
about how
and then also probably adds competition
to
another big city investment which is the
amador patio
and grill restaurant has there been
conversations about how those two
entities will work together in the
future
uh board member ben cuomo um i i've
spoken to the owner of amador live a
little bit about that i mean i believe
there were some discussions as
it relates to catering for events and
those types of things
this was adapted before amador live was
up and running so
i think the idea of a restaurant may
need to be
you know looked at it again to see how
that fits in maybe they tweak it a
little bit so it's not a
you know something that's in direct
competition but i mean i have spoken
with with the owner over there about
some of those opportunities
okay i mean those two these two
properties right are significant city
investments i think it'd be important
for them to
collaborate um those are all my
questions but i will just come back to
um the las cruces plaza shade
i'm curious if um
yeah i mean i just i remember the big
price
tag being because of the solar um
but now we're sort of at the same place
at 1.3 million without the solar
is there any flexibility here that just
seems like so much money for shade
um board member benchmark can ask public
works to speak on that again these are
just
recommendations the board is free to
do what they want to do with the money
if if they are looking to put that money
someplace else but i believe for that
particular design
that is what the estimates are coming in
at is is
1.3 million yes i mean there were other
designs that were proposed but this was
the one that the council sort of
wanted to move forward with okay all
right chris thank you so much for the

forgot
uh as far as the amador hotel we of
course have to have
a place for our ghosts that live in that
hotel there our paranormal
activity has been measured there and so
we need a home for them
so we have to make sure we do a good job
on the hotel
and then as far as the sun's share sun
shade
structure um now i kind of thought this
was the same i
agree with council bencom it was a
pretty steep
number in my mind and this may not be
practical and i'll
i'll accept that for sure that if we had
something that
could be removable in the wintertime i
am like from november to march
when we don't need the shade so much a
little extra sunshine might be good
um so that's what i thought we were
going to do
at one time i forgot about this that
what we have here now
so i'm just going to state that that's
as a possibility
if it's practical i can understand if
it's not practical

david cedillo public works director for
the record and to answer both
questions from board member bencomo and
sorg
the price increase yes it is similar to
what we saw
come forward initially for the solar the
increases that we're seeing
now are due to those cost increases for
both material
and labor that we've seen on a lot of
projects this is a steel structure so
yes it
those prices have increased that's why
we're seeing that difference
because we're going and getting those
estimates now so
wanted to clear that up as far as the
removable
structure this was the plan that was
approved at the last meeting so we're
we're moving forward with this however
we can take a look to see if there are
removable and re
report back and see what those cost if
any
increases that would be report back to
to the board i would appreciate that a
lot thank you very much
madam chair thank you counselors or
to follow up counselor binklemon mr
seville's comments

do we ex if you look into your magic
ball
and look into the future do you expect
the cost
of those construction of construction
and materials to go down eventually
at some point vice chair board member
ben como at this point in time we're not
anticipating
any near future markdowns what we are
seeing is that the market is going to
stay steady
for quite a while and then we're
anticipating probably within about a
year to a year and a half we may ski
we may start to see the market move back
down again that's
all dependent on very quite a bit of
variables
within the market itself but we don't
anticipate any immediate
de-escalation of costs madam chair mr
favor mr cedillo is there an urgency to
get the shades up at the plaza
board member ben como chris favor for
the record um
the direction that we were given was to
have it up
for next summer so that's the timeline
that we've been operating under
so that's the latest information i have
on that
uh man i'm sure i know that this is your
district district one i
would pose the same question to you
honestly i feel like
i don't see any particular urgency
perhaps
um you do or your
constituents thanks councillor bin come
on no
you know um since i got elected this was
something that
has been in the queue for some time you
know the plaza
once it got built then we've had several
public comment opportunities
and there is a portion of the community
obviously that wants struck them
shade there when you go and you attend
activities entertainment it gets pretty
warm
even in the evening hours um i do know
that based on
um emails that i've received that the
arts and cultural district the downtown
partnership there's many organizations
downtown
that would like to be a part of the
conversation
be at the table as we are developing you
know the specs and the design if you
will
i mean i think this could look like an
excellent art project
um an art installation if you will
so um i i'm anxious to get it up
i think there are folks that feel very
strongly that
um this needs to get to to get up i mean
i've been on council six years
so um i think it's some i'm advocating
for it to be up
um but if i hear you know um
a strong um let's let's wait
and and and and see what the market
looks like
i'm also willing to to to
hear that for sure counselor ben gomo
thank you um vice chair
i would personally
recommend that i would i feel like
1.3 is a significant amount of money for
shades that will provide tents that will
provide
shade especially if we get
you know a month from now in legal
reports back that
the business incubator you know there's
a green light on that
and what 1.3 million dollars could do
for a business incubator as opposed to
shade at the plaza um
i would i met him i don't know what to
do here i just i would like us to wait
on the
the shade structures i'll take note
counselor ben come on counselor

couple extra questions when it comes to
the stage structure
i know that there was some concerns with
parks and rec on
different types of items that we used at
the plaza
specifically when it came time for i
think it was the christmas tree
that within these designs and plans
did we work through any of those issues
that were brought up last time
board member beta stewbe um they
sent me an email today to remind me of
those concerns
and to you know mention that they would
be incorporated into any design that was
put forward so
city staff is aware that if we move
forward with this project
there's a few things like that that we
need to
that we need to work into the design to
make sure that they do accommodate
everything as well
okay thank you um
i also am in favor of
pausing for another look it is quite a
bit of money
but if this is something that can be put
as an arts installation if there's other
funding mechanisms
that can be used utilized for that i
would be
open to learning more the second portion
that i had was actually on your
pedestrian
data tracking and
i know you had originally said they were
down because the vendors
changed the flyers with the new
um flyers uh that are coming out is that
going to prevent
having to have to change those
as often board member peter steve so
that is the hope yeah they discontinued
the benches a few years ago
and this was the new design they went
with and from all my conversations i've
had with the company
this looks like the model that they will
be continuing to move forward with so i
don't anticipate any
massive changes like the previous ones
we have moving forward maybe just
upgrades to the operating systems and
things like that but
this looks like the design that they've
switched their whole business model to
basically
okay um will there be any sort of um
contract reassurance say at least giving
you
three years board remember i made the
stupid yeah i believe it's it's for five
years
and then at that point in time we we
re-evaluate and and could move forward
with
something different or continue or if
they've got something upgraded yeah so
it's not
a forever situation okay thank you um
and i'm also in favor of the sound
equipment i know there
are lots of performances going on at
that plaza and that
will be much needed thank you vice chair

chris vice chair before we wrap up
heather pollard wanted to just introduce
a couple quick people to speak
about the amador they promised not to
take a lot of time so i'll turn it over
to heather thank you chris
again heather pollard president of the
amador hotel foundation
in answer to uh your question uh
councillor sorg
no and i believe councillor ben como
the slide that showed the restaurant is
an old slide we should have taken that
out
we have no plans whatsoever to build a
restaurant but we certainly do have
plans to
work with catering with the restaurants
around us
it's a perfect opportunity for us to
for the amador to open their doors to
restaurants
i was feeling that perhaps counselors
organ and
and our uh council we're probably
getting a little sick of just looking at
deb dennis and i
year after year after year
before you so uh also
we wanted to you to know that there are
other people whose hearts be
just as strongly as ours in this
community and so
i have three people um who
were like to speak and they won't take
more than
three minutes each and one of them is
francis williams who i think you all
know is a local icon
and a good soldier and the other is
emeritus pro tam
dolores archuleta and then um mr
martin amador campbell so if you would
uh bear with us we would be happy for
you to hear

oh by the way chris you know you could
lower that maybe it's down all the way
okay my name is francis seth williams
i'm a citizen of las cruces new mexico
and have been for many years i want to
thank you counselors
for allowing us to speak about the
amador hotel
and also giving me the opportunity to
speak about some of my personal feelings
i grew up in the israel orphan asylum
in new york city and it was a horrible
place
to be but the nice thing about it they
used to show
western movies and i imagine myself
riding along with gene autry
john wayne and catching
the bad guys moving west to las cruces
was like a dream come true for me and my
profession
has led me uh to work on getting to get
bad guys as a civil rights officer
and i'm sure some of you are familiar
with my work
my love affair with the city has
remained constant for
68 years and i have committed myself
and my finances to making this a better
place to live
and preserve the history of the past
the avador hotel has been one of those
projects i have purchased a room
at the amador hotel because it is
part of the history of the city
and its restoration
i believe and i know will be an
important part of
economic development of downtown
the building should be shared not only
by the residents of las cruces
but also by their children and the
visitors
to this area i want to inject here
that this is a very famous place uh you
know
space history was made here uh new
development that changed the world
with the building of the atomic bomb
at white sands missile range and i would
like to also add
that we are rehabilitating that museum
and it will be done in 2022 and will
also have its share of people and
tourists coming
so i see going from the amador hotel
our historic pass into the future of
space
and i'm very very proud of that
i'm also here to speak for the late
liddell
stern zuckerberg her parents were ej
and mabel stern and in 1968
they donated the lions that proudly sit
at the entrance of this building
the stearns emigrated from hungary and
they became very prosperous business
people
and generous in their philanthropy
to the city to our citizens
liddell donated the funds for a room
before she died
and she would ask to get on with this
restoration
and make it all that it should be
another uh room donor was elsa altschul
she is the daughter of carmen and louis
frudenthal
lewis was a farmer here and he
has been recently honored by the farm
and ranch museum he
also saved the farmers from losing their
farms during the depression
and he also did other things like build
the masonic center and so forth
carmen was a furious woman in her own
right
she really championed the equal rights
amendment
and she started the woman's improvement
association
and uh was
she worked also to establish the
of the pioneer women's park in las
cruces
so we have a lot of history here and i'm
proud to say
that i hope that
you will honor that history and making
this amador hotel a a reality
it's part of our history people come to
visit me
from new york city and the east coast
and the first thing they want to see
is everything about the wild west and
the amador hotel
has got to be one of those other room
donators were include diana davidson
she paid for two rooms dr sonja cooper
jean fulton captain walter baker
who i'm proud to say i served with on
the vietnam memorial
which i was instrumental in building and
getting the helicopter
for the memorial billy ruth simpson
pam creek and william and hannah
monsimer
so if i could get on my bended knee
which i can't
i would beg you to give all you have
you can with your authority and so forth
to get this project done and so we can
not only enjoy it but i see a tremendous
economic development for this city with
tourism it will bring
and then going from here to the white
sands missile range museum foundation
which by the way
museum is going to be actually the best
in the army
and then going on to the space fort i
think this is a great economic
development opportunity thank you for

yes my name is dolores sanchez and i'm
actually
and i am a member of the hotel amador
hotel foundation
now i'm actually here with a message
from
jay paul taylor who needs no
introduction
and i just want to let you know that
he's having a birthday
on august 24th next month and he was
born in chamberlin
new mexico mr t chamberlain is a village
on the south past anthony that's where
chambordino is and this is where
where paul taylor is from now he tells
in his message he says
quote in the late 60s
urban urban renewal activities were in
full swing
and most of the old buildings downtown
were destroyed
there were plans afoot to widen water
street and discussions about raising the
amador hotel
i was president of the historical
society
and went before the urban renewal
members because i was
terribly concerned for the historic for
the historic hotel
i managed to stop the building being
raised
and guide on the state register on march
1969 thus securing its safety
the two most important really historic
buildings
in las cruces are the armijo house
and the amador hotel all the important
people
stayed at the amador including my
grandfather
trinidad romero who was a delegate to
congress
and you and a united states marshal
any event in town was at the amador
hotel
people in this community have raised
their voices
and have worked for 15 years to raise
funds
for the preservation of the hotel the
next step
is to seek whatever monies are available
to restore and
refurbish the amador hotel the city is
the inheritor
and has a responsibility to fund the
restoration
this is the legacy of the mayor and
everyone on the city council
to do their part and consider the
history
of las cruces and the southwest
i am in my 100th year
and history preservation has always been
a matter of stewardship for me i urge
your support
for our beloved and iconic landmark
madam chair and counselors j paul
taylor's message is very clear
on the importance of preserving as he
calls it
our beloved and iconic landmark
now a few words from a person you've
never met
and counsel stork i'm not surprised that
you brought up the ghost
but this is not the ghost from the
amador hotel
for those who don't know about four
years ago
counselor sword told heather pollard
that he was
not afraid of staying alone in the
amador hotel
on halloween night all night
heather has reserved a room for him and
both heather
and the ghost are still waiting now
here is the guest speaker and i just

i have stood on the corner of amazon
water streets
in las cruces since the 1870s
serving as a rest stop for weary drovers
and travelers
famous people came and went and i was so
proud to show them my hospitality i
looked so festive
from president roosevelt stayed and
benito juarez had his favorite room with
me
i lost my owners don martinez
by 1907. buena gente los los
and they left me to their youngest
daughter corrina amador
she was ambitious and savvy just like
her father
so i was not to be just any boarding
house
not just a hotel with love and care from
corina and her husband
frank campbell i became the finest hotel
in the region i was filled with
beautiful furniture
and exotic collections from all over the
world
see
soon i hope to see the historic
preservation take place
so i will be restored and i will once
again
be a jewel in the crown of las cruces
i must tell you again
that naming my rooms after female
relatives
does not mean i was anything
other than a fine hotel
i may have my ghost but none
are ladies of ill-repute

should explain how this
you're backing out no no no no not at

um i was campaigning eight years ago and
i ran across one of my constituents who
had a paranormal
vis uh business where he went to
different things
so i said we have any ghosts in las
cruces he said oh yeah we
have some down at the amador hotel he
also did work in
el paso too and so that's what it all
got started

honourable members of the board my name
is martin amador campbell
and i will have a deep roots in the
amador hotel
speaking today as a spokesman for the
amateur hotel
i want to tell you a little bit about my
background
i was born in the amador hotel in 1941
in the same room that my father was born
in the same room that his mother karina
were born in
my great-grandfather martin amador built
the amador hotel
councilor sorg i spent my first 12 years
living in the amateur hotel
and i never saw a ghost
but there was plenty of spirits served
in the amador bar

i want to encourage the members of the
board
to consider favorably this grant request
my family have a deep rooting memory of
the diameter hotel
when i was growing up it was a social
center of las cruces
all the weddings took place there the
receptions
there was plenty of social entertainment
there
and and i lived through a lot of it
so i want to say that
in brief words today that i encourage
you to get on with it
put it together you've got the most
historic building in las cruces right in
your hands
and i want you to do the right thing
vote for this
the city needs it on all our citizens
needed
thank you very much for your attention
thank you mr campbell much appreciated
so i'd like to just say a few words um
as a counselor for district 1 the
economic heart of las cruces i urge my
um colleagues to approve the allocation
to
restore the amador hotel although i know
it's substantial
it's a must to continue
to revitalize our beautiful downtown
you've heard from many people who are
the heart and soul of our
of our community and specifically a
gentleman who was born in the hotel
his his family you know um
his family built that hotel and
ran that hotel it's an important
part important function of our of our
community and so i'm urging you
to vote yes i think it's it's an
important
opportunity um to do so i think once we
approve this funding
um and we get on the national registry
it's just gonna open up a lot of doors
for us
and i think you'll be you won't be sorry
so
with that

oh that comes from bingo but before you
do so because once you do we're unable
to
hear any more counselor um

yes i would like to add that um
when i uh i think it was dr dab dennis
and uh heather pollard who
gave me and i think another city
counselor
uh no it was just me and then other
people architects or
engineers from the um uh planning
department
um who indicated that mr amador
was actually the economic driver of las
cruces
because of uh well they they know the
details i forgot
but i do remember that and i think
that's very important to know it's
honoring
what um i think without without mr
amador
we wouldn't have las cruces quite
frankly just because of the
just because he was the economic driver
and uh he made sure that everybody who
landed in las cruces the railroad there
was a railroad stop
they made sure that they provided
transportation to his hotel
and um so i just want it would be it's
also honoring
not just uh not just the fact that it's
a his
and historic building but the fact that
he had everything to do with the
foundation economic foundation of las
cruces
just wanted to add that for everybody's
in case you were as ignorant as i was
before they educated me

how does that affect the contract i
don't know if that's within your

to at least enlighten me
as to the ramifications it would have on
the current contract that we have
if we were to put this on pause
and and the other question i had
pertaining to the
um the contract was that the contract
was made for a certain amount of money
and there's that 10 percent that's
always left
for reserve just in case there's an
increase and it benefits
uh of course the uh contract d
and of course you know we were honorable
bound so my question is
twofold number one
what are the repercussions of putting it
on a pause basis
insofar as our contract obligations and
is there any way
that we can uh hold it
because the other aspect is to hold you
know pause it
until those prices come down because
prices soared
uh because of covid so that was that's
my
question uh attorney vega brown for you
i'm
vice chair gandala uh board member
flores i can speak to that so

so the good news is there is no contract
for construction right now
the money that we do have was as
we've had for a couple of years and it's
for the design work so we can move
forward with the money we currently have
to
to look at other design options and
there is no contract with the contractor
to do any work so there is no
there is no issue there at all oh great

for the clarification on this
money um i i just would like to ask if
as part of the options have a removable
shade structure as an option it may not
be practical like i said
but i just investigate on the
possibilities of something
that you can bungee cord up you know i'm
kidding
counselor serg this is jennifer morrow
again um
while we were speaking on other items i
had checked in with staff
because in the past this has come up the
removable and based on
past research on it that would increase
our price from 1.3 million to closer to
2 million dollars
and then it'd be the maintenance of our
crews
installing it and and uninstalling it
every year as well
so i believe this discussion was had and
it was
um deemed that it was better to put in
the permanent one
but we can revisit that and we can
revisit the numbers at the next tidboard

um i had a number of emails um
public comment related to the amadors
specifically
and i think that i see
um counselor yes smith i'm wanting to
speak to this
shade structure that being one of the
emails so
i'm going to ask that counselor
smith please come up to the podium and
state your claim concern
thank you madam chair thank you board
members i'm greg smith
i am currently chair of the arts and
cultural district coordinating council
we did express some concerns about the
level or the amount
of inclusion that this decision
uh involved regarding the arts and
cultural district
coordinating council and we feel that
something this momentous in the heart of
the arts and cultural district
really needs more involvement and i will
remind you those of you who remember
when main street was turned into the
mall and it was a very exciting moment
back in the early
1970s these metal structures were put up
it was another exciting moment about 30
years later when they started to come
down
so i would offer you a moment to
consider
what councilor ben carsonic board member
ben bencomo is saying
about the priorities here but i also
think that
board member sorg has in the past
brought up concerns
and as he did again today about the
flexibility of such a design so i would
look at it
as a moment to pause i would suggest
that counselor bencomo
has made a good point here about
possibly pulling together some other
pieces to make sure that this is what
you really want to do
and not looking at it is something 30
years down the road you're pulling it
out and saying aren't we glad we got
that out of there
the other point i'd like to make briefly
uh as
councillor abeita stevie said the
aesthetics on the amador are also an
important feature there
and as you come west on amador it's a
very busy street
named for the amadors in the amador
hotel there are two eyesores that greet
you heading west
one is the item at the corner of maine
and amador that members of the council
sought to purchase a few years ago and i
don't know exactly why that fell
through but i've heard people say that
eminent domain might be something that
you might want to consider
when something is sitting there as
blighted and as troublesome as that
piece of property is
the other is that the east side which
was mentioned
by dr cooper thank you as as something
that could conceivably be worked on with
the funding is that's what's presented
to people as they drive west on amador
the east side next to the back side of
the visit las cruces building
is particularly ugly looking and
currently is not
having the work done on it that the west
side is having done
and i would urge you to consider if
we're looking at people coming to las
cruces
we're looking at people investing in las
cruces and we want them to look at our
arts and cultural district downtown
this is what they see so if you would
consider those things thank you very

two-story
uh area was torn down recently on the
hotel

edition that was torn down because it
wasn't historically significant

downtown las cruces partnership um thank
you for
hearing me in public comment at the
moment um
the tid is a big part of what we do in
the downtown area so these funds are
very important to how we can actually
recruit and retain businesses so in
my estimation the idea of the company
redesign
the hotel renovations the tracking is
something that really help us on the
daily
we're for all of this the renovate main
street is something that we use truly
constantly is how we do our main
recruiting
but my issue is the stage excuse me the
shade structure at the moment
i do think we need to pause and think a
little bit more because if this goes in
we can't do chili drop
possibly our zombie walk a few other
things that we actually do in downtown
that are events that we put on to bring
people downtown
can't happen i understand the heat but
if you look across
the country and places that have been
settled like las cruces
plazas don't tend to have shade
structures and so maybe there's a way
that we can meet in the middle
we can work together with our arts and
cultural district with
our donated arts council with you at the
city with economic development in
downtown las cruces partnership
to come up with something that's a
little bit more user friendly and
opportunistic for all of us
