employee wage and salary expenses which
are estimated 170 000 for the six-month

will come from rejected savings

because we have a new board member
um about the raises and where it's
coming from and so can you give just a
small you know a short synopsis for for
for us to remind us but also for
um you know
to be helpful to our new board member
yes absolutely madam port chair thank
our board member
so what this is is this is it's it's
part of a real living wage for animal
service center employees
and also part of to match what the city
has done was to
increase the fee or the salaries
so and i know board member crane and
i've talked at length with this about
you that you're up to date with it
um so that's what this does now the
money to do this from because this was
not a budgeted item this year
we are using salary savings for for just
january i'm sorry for just january
through
june
is salary savings going to be used to
make this increase
from june or july
for the next fiscal year it will be a
budget item
holy in there
regard we're going to ask for in our
budget that increase which means it
increases what the city and county give
if we don't get an increase
we will be cutting our operations enough
that we can afford this this is that's
how big of a priority this is for the
ascmv
for our staff to have these living wages
does that answer
concise and quick it is thank you yes i
i just oh sorry
uh yes uh
counselor corn ah thank you i i just
wanted to point out we did have a
conversation about that and i appreciate
it and part of the thing is that the
city went to a fifteen dollar
wage and so
the asmv is a function of that is
disparate at the moment and i noticed
this in our
council meeting the other day that there
was actually a job opportunity that was
listed
well below that but i did want to make
one
point on the record about the
conversation about living wages actually
the living wage for donand county would
be something like 27 an hour
and so i would just say that this is
more a more competitive wage but we i
think we should always articulate our
priority to think about really what
people can live on and
and the effects of sort of the changing
economic picture so i just wanted to not
not to correct you because i realize
that's kind of our common
narrative but there is um data that
suggests that we still have a ways to go
in closing the wage gap in our county
thank you for that correction so
anyway that's i just wanted to say thank
you for briefing me and and keeping me
in the loop so
thank you very much for that uh
counselor corn i think we do have to
keep in mind that living wages
are far above 15 an hour and keep that
in mind in so far as our future
considerations and so far as wages and
so forth uh thank you and thank you mr
thacker madam chair yes

the finance committee did not meet
was this discussed at
with our finance department leanne
and the city
it's been discussed at length about how
it was going to be funded
but it was never
i mean
the answer the short answer is yes it
has been discussed
um because leanne's been up here and and
talked to you all about that
but
what has changed because i understand
that the city has has asked us to really
consider
this and it not be done with cost
savings
i think the difference is is that i
don't i don't want to put words in the
ends or miss dimitri's mouth but it was
it seemed like the
the narrative was we were using
cost savings
to fund the entire thing for forever and
ever you know for for years going on and
that's not the case it was only salary
savings
for from the january for this year
january to june and then putting it into
our budget request
so i don't know that's a different
message that was that's a clarifying
because i sent some emails out to some
board members and and the board members
were like yeah that's what i thought was
going to happening was you're doing all
that cost or salary savings
and it's not the case
clinton um you indicated that the
increase
is your you will be requesting that uh
increase um of city and county and what
would that increase be for next budget
cycle
uh so the amount we're asking is the one
seventeen zero four four and i i don't
have a calculator really quick but that
would roughly
it's around 134 000 is what the
um
the amount would be because 117 is for
six months
so if you times that by the two it's
roughly around 134 000
for each um entity
no
so it would be 17 it would be the amount
the 117
for
um both but for 1 and 17 for the other
i'm sorry
can i make it more confusing
a little bit but i'm thinking 117 000
um for next fiscal year
by each entity correct okay yes ma'am
all right

questions i thank you uh

clay i do have a question in reading oh
i'm sorry yes uh
assistant city manager uh antiques yes
madam chair just just for the record
just wanted to share the the
the finance wanted to make the finance
department want to make sure that the
board was aware that an increase in
salaries could not be used by salary
savings as continuing on it could be a
one-time and then in the future
it's either going to be budgeted or as
mr thacker said somewhere in operations
or vacancies reduced or things of that
it just that's what finance wanted to
make sure the board was aware of
thank you mr enriquez and uh you're
absolutely correct because the language
does specifically state that we'll cut
that this these funds will come from
projective savings resulting from staff
positions not filled
the start of fy 22 which was actually
july 1 2021 and those projected to
continue to be filled through remainder
of fy 22 which will be june 30 2022
and
and somehow it's being projected at this
point based on this language that there
aren't going to be any hirings between
now and then no that no ma'am that what
that's saying is we're going to use the
savings from this budget year
to fund that resolution the 117.
right so does that mean you're still
going to be hiring people yeah yes ma'am
absolutely okay it's just from some
savings of some sort i'm sorry yes uh
it looks like you get you all have are
on track to be at about 1.4 million in
spending and salaries versus the
budgeted 1.8 million so that's about
thousand dollars so that leaves this
room in addition to the
the expected
kind of other potential hires i think
are still there's still room in there
for that plenty
for this year and then
just as a matter of sort of note the
total of 230 about 234
um thousand increase in if if we're just
looking at salary not including
associated benefits which i know have a
proportional kind of effect
to 234 thousand out of 1.87 million is
about
a percent
which i can't do as quickly in my head
but um but it seems on par with the the
planned expenses that the city has made
the accommodation for x for added salary
i just wanted to put it in i was just
looking at the financial reports and
what this means and what your salary
savings for the year are which i know
have other implications why there are
salary savings so thank you we've also
worked closely with hr
to change our job descriptions
because the job descriptions the the
minimum and the maximum of the job
descriptions need to be changed if we're
upping the salary increase because that
means some people would tap out at the
maximum and so it's doing exactly what
the city is doing is just increasing by
by that much
up up to the 15. if it's below 15 then
they're increasing you know if they're
making 11 dollars then they're
increasing it by four dollars and i've
talked at length with the hr director
and as soon as this is
signed and and done we'll be pulling the
trigger on that one to get that done

request to access fund balance for new
center kennels cameras
and access control
correct thank you manager this is very
easy the new center being built because
of value engineering or
the expenses that
went pretty much crazy
to build a facility the animal service
center messiah valley took on the burden
of purchasing new kennels
the camera system access controls for
all the doors
and also the fixtures furniture and um
equipment
so roughly it's 705 000
is is what we're looking at so we've
already transferred the money back in
september or august of this fiscal year
that was number two zero two one zero
or dash zero seven
so the remainder of that 705 is this 435
that needs to be transferred from our
fund balance into the capital so the
city can access those funds and make
those purchases
are there any questions of mr thacker by
the board or any comments
yes mayor pro-tem gonzalo so you're
saying 435 thousand dollars to purchase
this equipment
so why isn't it
why isn't that total
in the resolution
i i wrote the resolution so i might have
done that incorrectly i didn't i never
put in the 435
yeah it's not on here i don't see it um
there is an exhibit a
is it explained in the exhibit the
exhibit 8 does show that
the 435 is going to be taken out
and placed in
i just think all the resolutions that
i've ever read where we are approving a
dollar amount is in the resolution and
this isn't i understand the exhibit but
i i would like for it to read that as an
as an adjustment

because
it does say in paragraph one that the
budget adjustment reflected in exhibit a
attached here too
and made part of this resolution is
hereby adopted
is that not sufficient um

i mean i i think that'd be great for it
to be in one document i do too and if if
i may i think that what you just read
makes it okay for you to amend the
resolution to add that amount in the
actual wording of the resolution and my
apologies that's my fault i wrote that

with between the city and the county and
a lot of
and some of the other jurisdictions in
the area we i generally
do this in january
um especially at this point we've
already had our board assignments from
our various uh entities so
um i wanted to bring this forward to
recommend that we
allow board selections here in january
and
be i said more for consistency and we
can move on for the calendar year
with new officers so

exactly what i was going to state i did
not prepare a presentation because the
actual language is all in the resolution
and it basically states that we select
the bylaws state we do a selection of

allison reynolds allison was not able to
be here this morning my name is michelle
correa and i'm very happy to be here
with you this morning
i am
a current board member and a founding
member of the cat's meow
we came into existence in october of
2014 since that time
we have found
homes for a little over a thousand cats
and kittens
we at any given time
have about 70 cats and kittens in
residence
we have a waiting list of 12 to 15
adults
60 to 70 kittens at any given time since
covet hit
it affected all of us deeply
including the animal community and we
have just been on overdrive since then
the flow has not ceased
we
typically before kovid
mostly dealt with adult cats including a
lot of special needs cats but when kovit
came
a lot of the animal uh organizations
kind of scaled back took a little bit of
a pause
the animals didn't get that memo and
they just kept flowing in and we have
just been inundated ever since and it
doesn't seem to be
subsiding at all i don't know if the
other groups
are having the same kinds of issues but
certainly for us that is true
um
we are able to adopt approximately 30 to
35 kitties a month so it's a pretty good
number uh but for every kitty we adopt
there's probably a couple waiting for
space so it is just an ongoing challenge
this is just a picture of you know one
of our cat trees and
one of our big furry residents up on top
of one of our big condos
that is our december adoption board and
a couple of our cute kittens
who
probably have been adopted by now i
would guess
so at any given time
we have a pet finder site we have over a
hundred cats available for adoption
people can go to our website which is
connected to our pet finder site and
look at all of our available cats and
kittens if somebody's interested in
meeting a kitty that is in our foster
care network
our foster
and adoption coordinator kim
arranges a meet-and-greet with the
potential adopter
um we have an all-volunteer staff
nobody's paid
we essentially are there seven days a
week we have two teams we have a morning
team who does the
the heavy duty stuff the cleaning
and then we have an afternoon team
they do more of the little projects
filling of food containers
socializing of cats things of that
nature
we are open to the public four days a
week we are open on tuesday thursday
saturday and sunday afternoons only
between 1 and 4.
so visitors are welcome to drop by
during those times
and our primary
focus
is to bring in cats from the community
and potentially prevent them from ending
up at our shelter which is very you know
over over stressed again at any given
time it's just the nature of things in
this community unfortunately
but that is really our goal is to try
and intercept some of these animals and
prevent them
from from ending up out there
and
we do the best we can it doesn't always
work out but we keep trying
we also help people from el paso el paso
unfortunately and amazingly to me
seems to have even less resources than
we do here for animals we also have a
lot of adopters coming from el paso so
we sort of look at that as a little bit
of a trade-off
not the majority of the animals in our
facility come from el paso but some do
and
our goal is just to help as many as we
can
we also have taken a few animals from uh
from our shelter over the years we take
in bottle babies sometimes we've taken
in a few ring worm caps
recently we took in a little siamese
kitten that was
going to be euthanized she had an
abscess so we were able to take her and
and save her and she's adorable and
going to be made adoptable very soon
we've also taken in some community cats
that were basically tea and art as part
of the community cat program
but they're very friendly and residents
pick them up and
foster them for us and we've been able
to take in a few of those and we suspect
that will continue on an ongoing basis
because of the number of animals that we
that we have been dealing with we
oh that's a picture of our outdoor
enclosure we have a feral enclosure and
that's some of our
feral residents they're lounging about
we have about seven of them in there
since
august of 2020 we started doing uh spay
neuter clinics just because of the
number of animals that we deal with
we love our local vets and we do work
with them but they cannot they just
don't have the capacity for the number
of animals that we need to have vetted
so we
roughly every month
have a monthly spay neuter clinic at our
facility we have a vet that comes in to
do those surgeries
we do 35 to 40 cats at those clinics
roughly half of those are our cats
the other half are cats from the
community so when folks call us we put
them on the schedule and
our services consist of a rabies vaccine
the spay neuter surgery and a lifetime
registered microchip
and
we were fortunate enough to get a a
grant from the pet food tax that was
given recently
and we're using that to subsidize
some of these surgeries so we charge our
community residents fifty dollars for
those surgeries and for all of those
services
since august of 2020 we have facilitated
21 of these clinics
and averaging 35 cats a clinic that's
750 cats
that we have provided spay neuter
services for since that time
last year in december we started
transporting some cats and kittens
to some rescues in colorado and
thus far we've been able to do three of
those transports
and we have taken
51 kitties
out of this area into colorado to find
homes again just doing everything that
we can
to not only reduce the number of animals
being born but just to find homes for
them
so
this is our dr starr
she's the one who does our
spay neuter surgeries
she's fabulous
and there's the cone of shame
and
some of the reasons why we do need to
spay and neuter both dogs and kitties
and i think i've covered everything

as far as the kiddies that go up to
colorado when when
animals get sent to other places is
there is there a hundred percent
guarantee that they're going to be
adopted
we
vet our potential partners very very
carefully um we have extensive
conversations
we look at their websites their adoption
criteria things of that nature
the the rescues that we're working with
are in the
longmont area
and also
in boulder and those are you know pretty
affluent communities
and based on the things that we have
seen in the conversations that we have
had
we do believe that those cats are going
to really good rescues
and finding good homes i also neglected
to mention we are a totally privately
funded
entity
and our monthly expenses run somewhere
around 6 500 a month
to do what we do so

i lived in longmont and boulder
before i moved here
it's hard to believe there's a
adoptable cat shortage
in those communities
it's hard to believe there's an
adoptable shortage anywhere when you
when you live in a community such as
this
but nonetheless
again
we've we feel like we vetted them pretty
carefully
and again our adoption coordinator she's
a
she's really good at what she does she
has very very keen instincts and just
you know a really good ability to
kind of get the information that she
needs to make a determination as to
whether someone or not is is a good
potential adopter and i feel she applies
those same
skills to the to our rescue partners and
again we we don't go into that lightly
adoption
i've pretty much worked in animal
advocacy for over 20 years mostly in
trap neuter return
prior to this
and
adoption is by far the hardest thing it
is a leap of faith every time that
animal leaves
you just say a prayer and we do follow
up we do the very best we can we've
actually repossessed some cats
have driven far far far to repossess
them when they have violated
our
our contracts
but luckily that has not happened very
often but adoption is it's a very
difficult part of this process
boulder and longmont both have shelters
are you sending cats to the shelters no
circle or two private
private private rescue 501c3
organizations yes sir

i know that you do a ton of things for
all the cats and that you are really a
pioneer in our world of of thinking
about tnr and thinking about
uh taking care of our cats in our
community so i i admire you enormously

just want to take one second of chairs
privilege i don't know how many of you
were here back in the day when the
coalition started presenting but that
was something that we dreamt up however
many years ago i don't know 10 years ago
or something
in the coalition for pets and people so
i'm really happy to be here and see it
carrying on and you all doing your good
work
next up we have reports from the county
and city acos
so
uh

and for our
december of 2021
this is our report so we responded or we
had reported
stray animals
for the month out of that we picked up
195 of those stray animals
79 of those were cats and 116 of those
who were dogs
in addition to that we also had 11
sick or injured animals five were cats
and six were dogs and i'm not sure if
y'all could hear me all right with this
mask on or not
we also
had 18 owner surrender animals
two cats and 16 dogs
and then here's a chart of the year
it's actually a four-year comparison but
it does complete the year
of the reported strays so if we go back
for the year you can see
how the chart is compared
from 2018 to 2021
on reported strays
um here's also the four-year comparison
chart of return to owner in the field
for the officers so last month in
december we returned 27
and you can go back and compare that to
the other months
and the other years as well
and i'll also add that
in december and of course
subsequent months for this past year
if you look at the lower numbers that's
also due to the lower number of animal
control officers out in the field
now going into this those red numbers i
already read to you
we also had welfare holds where those
were animals that were held for various
numbers like care maintenance or other
type things so those were four
we didn't have any
neglect or animal cruelties we did have
eight shelter quarantines
six animal home quarantines that was
home quarantines for like a bike
quarantine where they met the standards
for the rabies quarantines by the health
standards for the state
at our courthole facility we had two
that were housing they're still being
housed there
we're trying not to overload too many at
our courthole facility right now because
we are undergoing some
renovation where they're
sandblasting our floors and re
boxing the floors to cover those floors
so it's taking some time so we're
housing animals there we're just trying
not to put too many at this one point
we did not have any rabies submissions
for december
and i left this up and for the new board
members
these are the explanation of our geo
districts
for
the areas of which we respond to
and
it's a little bit different from our
commissioner districts
it's the same as the sheriff's
departments from the 911 dispatcher
and then these are broken down for in
december by our districts cats and dogs
for what what district we responded to
so in district four we picked up four i
mean district one we picked at four
district two we picked up 29 district
three
we picked up 50
district 4 34 district 537
district 6 6
and district 735 so you could see
for december we were really
a lot in district 3 which 50 animals
were picked up in that district
and then of course our stray cats that
were picked up
by districts for the year of 2021
so that'll give you an explanation of
that
so of course if you look at all that
you could see that district 2 is
probably our
our biggest um area
um that we spent the most time in that
was 211
cats from that area got picked up
from that area
and then going into district the same
thing for dogs our stray dogs that were
picked up by districts for 2021
and if you look at that one as well
district 4 was our hot spot area for
that one and that was 315 dogs for that
district

ownership um like i said we had 18
animals that were released for ownership
two were aggressive one was dangerous
two are four they were unable to care
for
two livestock killing
three they were moving one they had
health issues and five they just
couldn't handle the dog

back to the shelter here is that correct

two animals were returned because of
livestock killings
do you know how they were disposed of

center uh i do not at this time i know
we don't automatically euthanize them it
all depends on the situation of what
occurred and also
what the individual wanted
that owns the animals so if they if say
the dog killed the chickens
if the person who owns the animal signs
the animal over for euthanasia
then we'll euthanize the animal
but if they just if it just comes to us
because it killed chickens then that's
something we look at on an individual
basis but i'd have to know specifics of
which too and i can get back to you if
you'd like

not being able to handle the dogs uh is
there any affirmative action taken
by you or perhaps the the center
to look at what it is that they can't
handle and is there any assistance in
that regard to the owner
um like these five for owner release
that they couldn't handle the dogs
is that what you're
referencing correct yeah can't handle i
mean that's pretty subjective
um and this in this um no these these
were these were because like they they
couldn't handle them um because they
were
like
either
they had issues with the dogs
so they just couldn't handle them like
these people were like
they um
they these people just um
they just kind of gave up on them and
they just couldn't handle them so the
officers will go in and try to like give
them resources and ways to work with
them but a lot of a lot of times
at that point
they've just given up and they don't
they don't want they don't want them
anymore
so they're not necessarily aggressive
and they're adoptable or at least i
couldn't these were not marked as
aggressive no
if they are aggressive they'd be in that
the aggressive category correct great

difference between a dog being
aggressive
and a dog being dangerous
okay the aggressive is is when
a dog is um
has actually um
tried to
has has
has
actually like tried to do something and
a dangerous is where the dog has
actually done something like he's he's
gone out and killed another animal
he's he's gone and attacked another like
one dog going out and attacking another
dog is considered a dangerous dog
an aggressive dog where he shows
aggression where he can try to go out
he's bitten someone but he didn't really
act out and like
kill someone or destroy something
he just did a small bite or he's acting
aggressive in an aggressive manner
but he didn't really go out and
and like really kill someone or
kill another animal or something like
that
sort of like assaulting battery
yeah
and then the same thing with livestock
killing they would actually have to go
out and kill
attack or kill livestock

now for the city thank you
good morning madam chair members of the
board my name is gino jimenez i'm the
animal control supervisor for the city
of las cruces
let me pull up my slide i don't see it
there it is
so like i said i will present to you the
december 2021 uh numbers
so for city of las cruces animal control
we responded to 390 reports of strays
of those 194 of them were goa and for
the benefit of the board goa means gone
on arrival the officer did not have
contact with that animal or
it got away from them they lost it in
the streets or lost it in the desert
something like that
we were able to apprehend
257 animals
um 160 of them were impounded at the
animal shelter animal service center
excuse me
93 of them were dogs and 67 were cats
we were successful and filled rtowing 36
back to the rightful owners or the
registered owners
we were unsuccessful in returning 17 and
those were animals that had some sort of
identification the officer went to the
home or to the registered owner
where the dog was registered to live
however no one was either home or
for some reason the officer wasn't able
to return it to that
rifle owner
so we had a total of 53 identifiable
animals that were impounded at the
animal service center
my next slide is our three
stray uh comparison
as you can see we're pretty
consistent
last month we had a total of 390 like i
said in my previous slide so for the
total for the year we had a total of 5
straight calls
i believe if i go back and research
my entire calls or a call volume for the
city of las cruces we had something like
11 000 calls reported to last year and
that's kind of our average we average
between uh
i think is 10 and 14 000 calls a year
and here's a let me go back to that
slide
you can see the comparison in 2019 where
we actually have responded to 6400 calls
for strays
so quite a bit difference there
my next slide is our three-year field
rto comparison again we're pretty stay
in within average we had 36
so for the year we had a total of 445
uh filled rtos so these dogs are these
animals
454 of them were captured by animal
control and they were able to go back to
the owner without crossing the threshold
of the animal service center in the
future you know we really really want to
keep that number going in that direction
is up
you know to help the animal service
center out as much as possible
my next slide let me let me back up to
this one before i go to that slide
december was not a good month um
for owner releasing and it's kind of
frustrating if you look at my as we get
to my next slide
it's kind of concerning to me that so
many animals were
owner released
i tried to condense it as much as
possible however there was so many
different reasons
for owner releasing last month that it
kind of took up my whole entire slide so
let me go over them
we had one dog that was owner-released
for parvel
three that came in that the owner was
unable to care for
one dog was for a youth and a razor
request due to age
five dogs came in or were turned over to
the animal service center because the
owner was sick and could not care for
them
two dogs were on a release because they
were injured i don't really know the
extent of those injuries i am just
getting the briefing from my officers
and compiling this this slide
one dog was on a release for attacking
the neighbor's dog
four dogs
were only released by one person because
they kept escaping and barking at night
two dogs
on a release for injuring
for injured from fighting each other
two for dogs for medical reasons and the
owner was financially unable to care for
them
two dogs were aggressive these were
separate dogs they were this was not
from the same household
two dogs were on a release because they
were showing aggression towards children
and other dogs
one cat was
owner released for medical condition and
age and i believe this cat was also a
euthanasia request
one dog the owner passed away a friend
took the dog in however the dog wouldn't
get along with his dog
so
he had to own or release that dog or
turn it over to the animal service
center
two dogs
on a release because they killed a dog
and injured a second
and finally two dogs were on a release
because they kept fighting with each
other
now keep in mind that when the officers
go out to these type of calls
they are trying to
talk the owner into finding
either rehoming it themselves
or maybe doing some social some sort of
socialization training or um
providing them with some resources
rather than these animals going to the
center so this is almost like the last
resort and
they've even given up or they they can't
do it
so those animals are taken to the animal
service center
and here is the reasons that the
officers were unable to field rto
animals out in the field 14
for no contact by phone or at the
residence
one owner was at work and was unable to
meet the officer to redeem his dog but
this is kind of a good thing because at
least this owner knew that his dog had
gotten out and it was in a safe place at
the animal service center and that after
work
he could go to the center and redeem it
from there rather than it running in the
streets and possibly getting injured
um one this was for two dogs it's kind
of misleading this is
one call for two dogs
where their microchip was not current
and finally um the registered owner had
given the dog away and had not updated
the current owner had not dated updated
the information on the chip
and that is my final slide but before i
move on
just so that you'll know that
next month's presentation is going to
start including the cats that we pick up
and that we release into these community
as community cats so
my slide my presentation will be updated
next month
but with that i will stand for any

way in today i was listening to my
oldies but goodie station 101 dollar
donna dollar my favorite and um and she
was really stressing um please go to the
animal service center there's a lot of
you know whatever
and i was very happy but you know i
haven't heard it in other stations and
it'd be great if maybe npr could do that
they have the one o'clock friday thing
focus on
certain celebrities such as the mayor
and perhaps the
county commissioner i wonder if
we could have more
information out there via radio
or other media you know be it tv be it
whatever
to let people know that there are a lot
of
and i know we do that already
but um to hear it more frequently in um
you know it well
radio
i think that there are a lot of people
that listen to npr especially our krwg
station
and then have spots also on our kwg tv
station i don't see that and or hear it
so would it be possible uh gino or
joy or
or clint or
mr enriquez or you know whoever does any
of that uh maybe uh work with our
uh mandy gus i don't know but i if we
could just get more out there just
continuously just stay
and and donna dollar did such a i have
to really laud her for this she was very
energetic about it this morning on my
way in so
and all of this is i think all of us
find it very heartbreaking and i want to
thank you for your work all of you
and also like gene gilbert who
and uh jerry wheelers who care so much
and frank bryce everybody in the
audience who cares so much about our
little critters um so thank you gino

too i don't know frank wants to

we have a budget retreat that's supposed

service center mercedes valley
i'd like to make a motion that we don't
meet at 8 30 anymore
[Laughter]
seems like
it seems like the meeting has
has uh been a lot of fun because of that
so
just really quickly to go over our stats
for the animal service center sea valley
these are numbers for the december of
2021.
uh this is our current animal count so
as of as of yesterday in 2022
we had 469 animals there at the center
you see the
breakdown of dogs cats and others
december intake we had 616 animals
387 dogs 228
cats for that breakdown that came into
the center
as you can see we're still below that
2019 mark
and well above the 2020 mark
our rescues or transfers went very well
175 for the month of december
we had a lot of local rescues takes our
animals and that is always very
advantageous for us
we are
having issues with getting more animals
out because we did have
the uh our our small transport van break
down in tucson
that is currently at the mechanic
getting a new transmission and we're
also again working with a private donor
to get a new transfer van so we're
really excited about those that
opportunity
however with
again kovid pushing everything back and
also people purchasing things it's just
to outfit that van we're still looking
at
april and may
before we'll even be able to get that
van so there's still some impacts
these are our return numbers in other
words animal adoptions that came back
these are separate from animal control
we're not we're not counting those
so we had six come back with the
behavior problems these are dogs one
lifestyle change and one cannot afford
basic care and always when somebody
comes into the center and they say
we have this behavior animal we always
we point them to
the rough to ready program that dona
county humane society has with us
where they get some free animal
behavior lessons from their
their teacher that they have there their
behaviorist
we also have tips and everything that we
give them just sometimes people
don't want to put forth those efforts or
can't
they're not able to
so overall we do take that animal in
so cats we have two
came back
in the month of december with behavior
problems
our outcomes even with the increased
population that we have at the center
and also how our rescues are down
excuse me we still
did fairly well with our live release
rate
you see our adoptions were 26 percent
of our outcomes reclaims 12.5 rescued
28.4
which is still higher than it was in
2019 but lower than it was in 2020.
community caps is significant higher and
that's what really made the difference
because we we do a community cap program
with the city and the county
and then euthanasia was 22
so we euthanized 137
of these furry guys and ladies that we
had to
for good or for worse so that left us
with the 80 live release rate
and for those of um
that may not know live release rate is
the animals the percentage of animals
that are leaving the center alive
so 80 percent of the animals that came
in in december left alive
these are our main euthanasia reasons
so our number one reason for dogs is
behavior or aggressive
and the number one reason for the cats
is the medical
uh or the respiratory signs and tx
that's there means treatment
so they had their treatment and they
didn't respond so in order to make room
for cats continue to come in
we had to make that hard decision to
euthanize the cats
our volunteer program continues to be a
great success and it's growing
it seems like almost every month we're
looking at
higher hours and more current active
volunteers i can tell you that we have a
significantly higher increase our
presence
at the animal service center of dog
walkers and that is fantastic we had two
different sets
just at the center yesterday that were
walking animals
or walking dogs
it looked more like the dogs were
walking them
but
the dogs were getting out
and were able to stimulate themselves
mentally and that's what's important
our visitors still handle the 799 still
regular normal in that range
our december adoption appointments we
scheduled or we had 179
158 were kept and then 115 finalized an
adoption so 64
that's a rather high percentage
excuse me a lot of that is
because of the home for the holidays
i believe we did just 80 adoptions alone
just in the last two weeks of december
so appreciate donaiana county humane
society working with us on those

question
there's significant difference between
appointments kept and finalized
adoptions
what is the reason for that
do they generally come in because
they've spotted somebody on the website
that they want to adopt
yes sir it's exactly what it is they
they come in they see they might not
like or they want to think about that
decision and so they don't
make that ultimate choice to adopt
do they have to have a dog in mind or a
cat in mind when they make the
appointment
yes they do except for fridays and
saturdays from one to three those are
our open days where people can just come
and walk in they don't need to have
someone okay we've had this discussion
in the past now i recollect thank you
thank you commissioner ellens
so that brings us to just that topic we
finally have enough data that we're able
to look at i think it was december 3rd
was when we started the walk-ins for
friday and saturday one 1
p.m to 3 pm
so we had 45 groups we couldn't do
people
because
that would totally skew the numbers you
know a group maybe three people and
maybe just one person
but we have 10 adoptions resulting from
those 45 groups that walked in
however
there is a caveat on that in our home
for the holidays this the last day the
december 31st
we had five adoptions so it was just it
was half of
all the entire adoptions in the month of
december happened on one day so we had
five adoptions out of seven groups that
visited us
on that time
what i see from this number is is that
it's
it's not enough
to
expand the program of walk-ins
however it's still a positive and we're
going to continue to do the friday and
saturday
seems to be working well we hope that
number does increase so
it will justify
more of a walking presence
for that

clint i'm just curious you know i know
we have that the on friday and saturday
do you ever see
or get a large number of individuals
that show up outside of that one to
three on friday and saturday that
are looking for walk-in or
i i'm just curious whether people are
like if you're just getting like if that
one to three is
i mean obviously we're getting people in
there but are you seeing people that
show up that might
uh necessitate or suggest that maybe a
different time frame would work
not in the high numbers that we used to
i think people are more used to the the
center now being closed the mess has
been out because it's been over a year
and a half that we required
appointments
we still every day to be honest every
day we have somebody that wants to see
the animals at least at least one or two
people
uh if they're looking for a lost animal
yeah and they don't have access to any
any way to view the animals then we make
arrangements for them to come through
there's always that
the answer to your question is is that
yes we do have some people come in uh we
don't see an increase in time you know
before lunch or after lunch anything
like that
but the reason why we chose one to three
is because that's when we sit when we
see the highest number at the time we
made the decision
of individuals coming in especially on
saturday seems to be a weekend activity
to come in and see the animals

our website views are thirty seven
thousand ninety one again for those of
you that are watching
the page view is not a website hit it is
a
page view so if you view the dog for
adoption and then you go back and view
another dog for adoption that's two
views
but we had
right there in that in that average
range it appears to be that about thirty
seven thousand ninety one
our facebook views are still
or they're at 2 484.
and these are our instagram and snapchat
uh stats again this is an ad that's on
instagram and snapchat where people can
click to see more or they click to go
right to our adoptable animals
uh and so we have 302 clicks on the
instagram ad and 514 on the snapchat
and these are our furry friends that are
cali and nala and they are our pets of
the week

as stated earlier the finance committee
did not meet last week but joshua
sapphiel is here to give the report
thank you very much please go ahead good
morning madam chair members of the board
my name is josh saffel and on behalf of
the finance department of the city of
las cruces i would like to present the
unaudited financial statements for
december
2021.
starting off with our statement of net
positions we see in the general fund
cash of 1 million 591
receivables of 102 818 dollars which
gave us total assets of one million six
hundred ninety four thousand one hundred
and seventy two dollars
we had liabilities of fifty six thousand
six hundred sixty four dollars
um revenue collected in advance of a
hundred and ninety seven thousand eight
dollars
and an unassigned fund balance of one
million four hundred and forty thousand
five hundred dollars
looking at our change in net position
we see total revenues for the period of
two million fifty two thousand five
hundred and sixty four dollars
and total expenditures of one million
four hundred thirty nine thousand one
hundred and eighty four dollars
looking at the budget to actual change
in that position the total revenues of 2
million are at 54 of budget
and the total expenditures of 1.4
million were at 37.9 percent of budget
so we see a total net change of six
hundred and thirteen thousand three
hundred and eighty dollars
our budget parameter was fifty percent
since we're halfway through the year uh
so we can see that the expenditures were
well under and our revenue was slightly
above if we look at all cost categories
all cost categories were underneath that
except for temporary services and i
believe that's because that's being
budgeted as the temporary services are
being used so that budget will be
increased as needed
looking at revenues versus expenditures
we see that
revenues were slightly above
expenditures again
for the month of december
and so it's it's following that trend
where the
expenses are
very close to our revenue but right now
revenue is slightly above
looking at our percentage of total
expenses again the total expenditures
for the period were one million four
hundred and thirty nine thousand one
hundred and eighty four dollars
of that fifty percent was salaries
uh fifteen point six percent were
benefits
seventeen percent were services
seven percent supplies
three percent insurance uh four percent
temporary services
uh two percent capital and one percent
is other
uh so that will conclude my presentation
i stand for any questions

me ask the question although it doesn't
go directly to the presentation from
fiscal year 21 what was the unexpended
amount of the budget at the end of the
year
the fiscal year do you recall just
roughly
not offhand
i'd have to take a look but i believe we
had an ending fund balance at the end of
21 of about 800 000. all right

quick follow-up the temp services i
think i have a sense of what those temp
services are but are those things that
would
be expected to shift to salary
um okay so i just wanted i've had a
prior conversation with
with director thacker so i just wanted
to clarify what those were

really didn't have too much to discuss
during uh the meeting that we had it was
just uh clint and i uh we were
discussing um
updates on the wage increases at the
time we didn't know i don't think we had
the person with a resolution
uh to discuss at the time and then also
the
upcoming uh
possible the possibility of election of
officers in january so it was just a
very simple meeting not very long
um i don't believe i believe that was it
was a pretty quick meeting that we that
clinton and i had so and that was about
it so
that's if there's no questions

committee reports thank you commissioner

uh
councillor gandara is not here for
facilities i'm not sure if
if
uh
director becker if you could give a
brief update on that please thank you
i believe we were able to meet the
it's early in the month and i can't
exalt recall exactly what we spoke of
we did speak to the new center that was
being completed the walls are all up and
all connected so they're not going to
blow down again
they're making significant progress on
some of the main beams they're in those
are currently being installed
and
we're making good progress on some of
the other behind the scene items like
for instance what the money we passed
today for the
cameras for the locations of those for
door access
all those behind the scenes decisions
that need to be done so it's definitely
moving forward the current facility
we are
making the continual plans
for or how to change it into what we
would like it to be with the spay and
neuter and also the medical facility so
looking to that
oh i met also with
engineers to relocate the draining pond
if you remember that was a topic several
months ago that we have a retention pond
that's inside the fence area
and we would like to relocate that out
because of parking issues and also it
makes it prohibited that we can't get
around the corner with large vehicles
so i was able to meet with some
engineers to relocate that and we have
some ideas of where to put it
so we're excited that that's moving
forward as well

the next item up on the agenda is is the
budget
for 22 23 so sorry i was going to try to
get you to stay i should have said
right away but next up is for discussion
uh the
2022-23 budget so
so i just wanted to give the board a
heads up of what budget looks like as
we're working into this coming budget we
do have some
pretty good numbers that are coming
through
currently we're sitting at 3.8 and we
need to for the budget
it's increased to the 4.8 so roughly a
little over 1 million
dollar increase so what is that going to
go towards
is is a good question so operating
expenses you see
again the increase there to the 4.8
and and these are the what is going to
be
making that so the executive director
it's it's roughly four percent of the
whole budget
that's not just my salary that's also
the items in my budget medical director
kennel operations admin services this is
everything
everything from
personnel and
the salary increase that was approved
today and
also all the fica
all those items
so by this is by major expense category
so not all of them but just the major
ones the admin stats
you see here at 734 000 that is 15
percent of the entire budget
the ones that you can see here this is
some of them haven't changed very much
like advertising is also the 50 000.
the medical supplies
admin charges there was one
okay so the fica the para health dental
we actually had a significant um ups
tick on for the new center or the new 80
benefits that were done so a lot of
people signed up for those
this is going to be this was a
significant increase for us
especially as we budget for the
increased personnel needed for the new
center
that's also a big that's a big
classified increase is those employees
and we're expecting them to come on and
select the
the plans for the 80 20 split
so this is one of the staffing
highlights that we have for the upcoming
budget the medical our veterinarian as
you know it's the reoccurring it's the
position we're trying to feel
currently
um that is not a new account that is or
not a new position
that was authorized in last year's
budget
we have a kennel opera or i'm sorry
operations manager now this is a new
position that we would like to have in
currently our rescue our two rescue
organizations our two rescue
personnel
our grant operator
our
and also our
services are i'm sorry my mind is on
blake
uh the individual that that works and
fixes the center and all the issues
going on there they all report to our
kennel operations
and it's becoming overwhelming so our
thought was is if we can hire an
operations manager that would really
handle the operations of the day-to-day
or the shelter i'm sorry of the center
put those individuals under them
so this is a a current
or an increase
in that count we have a tnr coordinator
that is also a new hire that's an
increase in our count
we have animal care gives specialists
and that's two that's for the new center
that's going to be up and coming so we
we have we have to have more staff to
handle that
and so those are new
i'm sorry no
back up the animal care specialist is a
new position we're turning two
of our animal care technicians into the
animal care specialists
so that's just a reclassification the
animal care specialist is primarily
going to be working on transportation of
our animals
and when they're not transporting
they'll be working as an animal
caregiver that's what that one's for and
then the animal caregiver the next one
down the three spots that is an increase
for the new center position
the next big one and probably one of our
higher priorities is the hr analyst
what this position is and this is again
an increase in our count
this is somebody that's going to be
taking over the hr positions
from the city hr and allow this the
the center to do the hiring
they'll also be in charge of all our
onboarding they'll be tracking all of
our
insurance items
so they would be taking a lot of burden
off of bernice currently doing it and
allow her to focus more on what her job
initially entails which is the bills and
the operating portion
and then a foster coordinator and we're
reclassifying existing positions so
that's not new
so overall we have
authorized or i'm sorry the increase
is
the operations manager tnr coordinator
and then three of those positions that's
four or five so six total new positions
so that is a very high
level of our budget the budget
presentation we'll be doing in february
is
that will be
very specific it will go everything from
grants and ups and downs of the budget
so any questions on that

allen's please clint what is an animal
care specialist
so the animal care specialist is their
job duties is going to be transportation
of the animals
being to rescue groups
that we do we drive our animals all over
the region to rescue groups and also
working in the center as an animal
caregiver so they're going to have a
dual role on that
so we're taking two of our animal care
positions
and and reclassifying them as an animal
care specialist
it's just an opportunity for animal care
staff to
move laterally or move up a little bit
and have different responsibilities and
jobs and also
if you remember we requested positions
or contract positions for a transporter
and we just couldn't get anybody that
would work on a contractor basis so we
thought of or brainstormed this idea
where we could make it part of
somebody's job description
but yet when they're not transporting be
an animal care specialist or an animal
caregiver
so they may be driving up to colorado or
phoenix or whatever
yes correct because currently right now
it's our rescue coordinators or myself
that have made those trips
and we need them in in the center
continuing to make connections for
rescues
and i'd take it they would be
transporting animals for air transport
as well
for air transport they'd be transporting
them to the airport but they wouldn't be
flying no i'm not that's what i meant

yes hello i'm gene gene gilbert
i appreciate the transparency that klenn
and staff provide with the center stats
showing them daily posted on
the ascmv's facebook page and
which shows the intake and outcomes and
also includes the
sterilization numbers and also other
important information
i looked at the stats for a couple of
recent weeks of of uh this month
and noted that the center averaged about
20 impounds daily for
for that time with the majority being
unrestrained dogs at 8.3
and the other portion accounting for
unrestrained cats at
6.5
average daily the owner relinquishments
accounted for a smaller portion at about
2.7 daily and i know a lot of that is
due to the
managed intake at the shelter
excuse me when you look at reclaims only
averaging about three a day
and adoptions at a little over five a
day
and foster is averaging about three a
day and of course the rescue partners
are
really amazing with doing a great job at
pulling about seven animals a day
so that total average for positive
outcomes runs at about 18 a day
so that means there are two animals a
day that are going into the general
population
and when i average that those numbers
out that averaged about 449
for the window of time that i looked at
so um what i'm saying here is that that
we aren't keeping up and we must do more
to make dramatic inroads that are uh
needed
and the community has really got to have
an investment in this and i just don't
see that happening
i don't see us working on that
investment
and giving people the opportunities
there are amazing animal groups out
there in our community that are doing
incredible work as we noted by a cat's
meow
presentation
and hundreds and hundreds of animals do
bypass our shelter because of them
but we can't keep looking to the same
people or the same organizations
to be doing the community's work
and we must look to the broader
community and enlist their help
and how to accomplish this
i'd like you to consider the formation
of an advisory group or a committee
and one that isn't an ad hoc task force
but an ongoing committee or an ongoing
advisory group so we can work on this
and we can
help clint and we can get the community
involved i really feel and i as you know
i've been a long time involved member
for over 30 years
and i just see this as a major missing
piece of the puzzle
i think it's fundamental
in addition i think we need to offer
more walk-throughs and i know clint has
increased that but we still need more
we need it so it doesn't always have to
be appointment only and that's to allow
people to find their lost pets
once they can't identify from the photos
that are posted or whatever obstacles
that are in their way
that are causing problems for them not
to have the internet access
so that people can adopt animals and
they can reclaim them
i want to thank clint and staff again
for their transparency with the daily
stats i know it's a lot of work keeping
that maintained and
i also appreciate the opportunity we
have to exchange
once a month
on the zoom sessions with the different
topics which is clint's conversation
sessions
they're very accessible by email and
as i said maintaining their facebook
page which is a public page
which has many advantages over private
because you can give input there and you
can help up uplift them too so
