you about our cat and dog of the week and i will start with betsy betsy is a three-year-old female who is quiet and calm she does like a good neck scratch she likes to climb to the tallest part of the kitty furniture to take a nap she likes brushing up against your leg and hopes that you will pet her she is hoping for a calm home that lets her live luxuriously and then we have a little bit of a sad story here alec has been at the shelter for more than a year he is the longest term resident and he is very excited to find a forever home he does get a little restless so he likes to go out for walks and he does love walking he also loves playing with his dog friends as well this is a very sweet boy who is waiting for the perfect family to guide him to be the best dog that he can be the animal be presenting good afternoon mr mayor members of the city council these are your jobs of the week and this week is economic development week just as a reminder for all of us so it's a special week for us today we're going to be having a logistics specialist this is with the city of las cruces paying 18.7 cents an hour and this position will be closing on the 16th of may of 2022. there's also a position available as a car wash service technician and this is with mark 7 equipment this position is paying between 20 to 27 depending on the experience per hour and it will be closing on june 1st of 2022. there's also andelis restaurant is also hiring a line cook and the salary for this position is not this close but the position will be closing on the 1st of june of 2022 we also have a south valley operations manager and this is with the la casa incorporated again the salary for this one is not disclosed and it will be closing on the 29th of may 2022 we also have a leasing consultant and dr payalis okay so we have two items on the agenda first one is going to be the performance management update and shashana will be presenting good afternoon mr mayor city councilors my name is regina basnet performance manager for the city shoshanna can you talk a little bit louder closer or louder please sure all right so let's see um today this presentation is going to focus on just providing city council with a quick update on where we are in the process of realigning our plans this was something that was presented a few months ago and staff has been busy working on the pieces to implementation of our comprehensive plan and also our strategic plan so the one thing i did mention when i was here last was this integration of the department strategic business plans with our city strategic plan and we are calling that document the implementation program and really all this while that has been the focus to go back and look at our department business plans and see how all of their strategic items or actions strategic results as they're called match up and line up with the rest of the city council's strategic plan so this was uh the timeline that was presented and we are still relatively on track as you can see uh the initiation of action alignment took place last kind of mid-september of 2021 we are on track for reassessing or looking at our implementation tools such as the capital improvement plan or our budget which are important tools for implementing our strategic vision so currently we are in the realignment process and as you are aware budget and cip has been presented to city council at a couple of work sessions and we are anticipating adoption fairly soon that will be followed by hopefully a complete set of updated department strategic plans and then we can initiate phase three of this implementation process which would be the performance reporting dashboard and also the evaluation of these plans so because we do have two new city councillors uh i will go over this one slide that i uh kind of presented last time and really is just to highlight the fact that our city strategic plan includes a majority of the elevate las cruces comprehensive plan goals as well as its policies and actions and what we are doing is trying to coordinate all of that in order to achieve the midterm goals of the strategic plan so this is the focus of the past few months has been to add the strategic plan themes and desired outcomes because there were certain outcomes that were already defined in the city strategic plan or council's plan and right now again going back into the department plans to identify which themes and which outcomes really apply or could be applied so it's still a work in progress and i'm gonna try and open this city strategic plan implementation program worksheet just to give you a little view of what that is looking like and it's a monster of a document so i won't expect you all to go through everything but this is just to kind of show you how there's going to be um the city's strategic plan theme corresponding goals and then if there is a matching elevate item those are identified as actions or policies or any sort of corresponding measures there's an assigned lead so there will be a department that is kind of in charge or the go-to for that particular action item and then there will be supporting departments there's also going to be some milestones defined and all kinds of measures and other information and if council is interested we would be happy to share that with you all so as you noticed there are quite a few actions in there the comprehensive plan is just by nature a very complex plan because it considers multiple policies we have to look at multi-faceted programs and and actions and so while this process is iterative and there's a lot of back and forth it's also complex in nature and just by trying to simplify it i guess i just want to mention that it does remain complex because we do need to look at different aspects of any particular policy that we're trying to implement and make sure we are doing a good job so this is just a quick summary of some of the milestones that have been identified for actions so there's over well over 240 milestones so things that we can check off tasks that we can say we've accomplished there have been dates associated with at least 80 of those so we know we are on track and we can keep um that schedule going um and then this is just a kind of breakdown of those actions so 60 of those actions are the departments are claiming to be able to complete them actually by and then 70 by 2024 77 by 25 and then 91 by 20 26 and the reason why this is not just a simple mathematical equation here is because there is a lot of overlap so not all actions have milestones not all milestones have completion dates and not all actions have um and not all actions are ongoing so at the end of 2026 which is the planning horizon for the strategic plan the the idea is that we have identified about 91 actions that should be completed so those are the targets and then there's over 200 actions that are just continuous improvements ongoing items that need to be taken care of just on a day-to-day operational basis so then last but not least there are some actions that need further analysis and that could be because they are more longer term they don't actually they're not achievable in the midterm window of a strategic planning effort but they could also mean that it's just unclear what what it would take to actually accomplish those so there's still some further study needed so here's just a quick recap of the progress to date through the past few months we've had multiple rounds of internal work sessions with departments and really those are to identify some key barriers to why we might have some strategy implementation challenges we are revisiting some things in our existing department plans such as the strategic result of high-performing organization and we are also talking about how best to report back to the city manager as well as the city council quarterly annually semi-annually depending on what it is so earlier this year the department directors were asked to present an evaluation of their department plans which they've had for the last three years and then they also presented some changes and departments varied quite a bit in what they presented the challenges they saw but really we've had another round to kind of hone in on those issues and try to have further conversations to see where they align and where they differ for the most part we see a need for more collaboration these issues that are complex in nature and we understand that so many things contribute to an outcome we need to partner up um not work in silos and so this is an internal kind of culture shift happening right now and these conversations are really important and we've had really good feedback from the department staff saying these are challenges and we do need to move forward in working together on these the uniqueness of some of these programs also bring to attention that there might not be a cookie-cutter planning format that fits for everyone and we might need to be more flexible more innovative allowing for a bit more latitude in how the leaders of the departments want to do things and get things done and to that point there is an example i have in here of the quality of life strategic business plan which they changed or proposed to change their entire format kind of starting with these bigger questions of how much did we do how well did we do it is anyone better off and that's how they want to ask their external stakeholders and their city partners these questions and and of their staff as well that they are asking these questions and one thing i will point out and i don't really expect you to read this right now it's still a draft but what this particular department did is tie all of their items enumerate them and tie them back to the strategic themes in the city strategic plan so education community services environmental sustainability capital improvement communication public safety and they they might not be directly implementing these items but they will be related or coordinating with other departments to achieve them and so they wanted this sort of format to talk to their staff and their stakeholders and so again this is an example of how we might need to be a little bit more flexible in allowing these departments to understand and implement the plans uh the best way that they know how to do that they also expressed a desire to be consistent so on the other end we allow for flexibility but we all also need to understand that there are certain things we're working towards and not just be too scattered in our approach so there it's it's a balance and we're trying to find that balance there is a ultimate desire to lead with strategy and not issues so another thing that was brought up was just the idea of these strategic plans being a little bit negative when the public first looks at them it's just a whole host of issues it's like we have so many problems that we need to solve and some departments actually wanted to start with a strategy and say we are actively trying to do this and this is how we're gonna do it so that's still phase two and we are not in phase three of the implementation process but i just wanna give you a quick peek um of what is to come so once we have all of these plans in place we do want to start measuring them and part of that was benchmarking and creating meaningful performance measures we have some but we need more not just for the volume of measures but to actually track and see and be able to evaluate success and then last but not least the reporting aspect which allows for more transparency accountability and also the opportunity for public feedback which is critical in any process that we are of course trying to improve or change so with that um these are a set of open gov the opengl platform is a reporting platform that we have at the city and these are what opengov calls stories so i'm just going to click through them and give you examples of what we are doing and can be doing in the future so this is the mobile integrated healthcare program and there's a few examples of what we could be tracking and reporting on so this can this is a dashboard and we can also have these dashboards function as reporting tools for when the departments are presenting their quarterly reports we can also tie these to their web pages for the public to be able to kind of click on and explore various things that they're working on right now this one is the active transportation story it will it can link to the actual active transportation plan and while that's opening up there is a lot of flexibility in how we build the stories so one positive aspect of what opengov allows us to do is really to provide some context to the data so when we're looking at any type of data point or progress that we're trying to show we can have certain targets set so as you all may be aware we do have a baseline report for elevate las cruces that was presented in 2021 and so that kind of established the baseline for some some data that we do have right now and we can program opengov to tell us when we are hitting above it below it and also identify areas that need focus we can also have policies tied to these measures so that it makes sense why we're doing what we're doing and why we're tracking them we can also link back to our gis information this is the sidewalk gaps map completed by public works and i do want to thank everyone who worked on these because it kind of does take a village to build all of these dashboards community development staff senior planner mark miller our senior bsa todd sally public works gis folks and community development gis folks also worked on creating a lot of this information and so just to highlight kind of the the diverse data that we do have net trees it's a very important pedestrian element to our active transportation [Music] goal we have we can track the number of dwelling units or houses within a quarter mile which is the established walking distance from trails we can track the moat share have our pedestrian crashes gone down and what's happening with our walk score so again the data is not complete right now but this is so far just a representation of what we could be doing with this with some of the data that we do have and we can also embed videos and kind of you know demonstrate other peer cities what they're doing and kind of share that information and this one is an example of the utilities report or story again this one is on waste diversion we have grain waste and compost water usage and there's many ways to kind of visualize in opengov so really the departments when they get into their own stories they can really play with the data and present it in a way that is representative of what they do but also informative to the public and this is the last one which is right now um housing is just kind of demonstrating how we're doing in terms of building permits for single family versus the missing middle which is a target a kind of group of houses or housing that elevate las cruces is is recommending that we build in the city and this really lends itself to creating more attainable or affordable housing because it's not always going to be your multi-uh development or multi-unit major apartment complexes we are just missing this in our urban fabric that traditionally existed okay and then last but not least there is a transparency portal for opengov and which um which can be linked through the the city main page and that is our intent but in order to build that we need to kind of figure out our full story set and then there is also a way to receive public feedback through that portal so here's our city strategic plan and then there's a whole host of things you can actually do in opengov in terms of visualizing the data and kind of playing with that so with that um i will stop and turn it over to city council and mr mayor for any questions or comments okay excuse me thank you shana councillor graham thank you mayor thank you so much this was an amazing report and so much great information i think the primary question i have and you already started to answer it i was wondering about themes and barriers to implementation and it looked like you were saying so much of this is cross-departmental you're having to work across groups doing very different things with very different management styles cultural implications is there anything else you know with the underlying question of how can we help mr mayor councillor graham that is an excellent question um and i think one kind of the biggest thing that we hear is just the consistency of direction is helpful for staff the prioritization to make things clear to them it's not always a sequential process one thing doesn't necessarily come after another we could be tackling multiple things at the same time but i think for the most part we've been getting feedback from the departments that it helps to know you know what is the top most priority what's the second priority so they can resource and plan accordingly and i think that is what you all are trying to do with the strategic plan thank you councilman i just said thank you i'm good thank you and thank you srishana i was curious to see if we are finding that any of these actions if they're in conflict with another department how are we working towards those resolutions and looking to see what we should go with mr mirror uh counselor but that that's that's a great question too because that has come up so there are a few actions that are questioned mostly in terms of sequence um so does it make sense to do this now or should we wait until this other thing is done and for the most part i think if there are any actions that are either completed or don't make sense anymore those are identified and flagged for amendments so you will see those coming before you through the amendment process for either the comprehensive plan because they do need to bring that forward at least once every five years but on an annual basis in terms of a progress report so you could see that at that time you can also see these actions get flagged during your prc meetings for example so there's a whole host of ways in which these actions can be brought to your attention and i think it really just depends on what it is and where it fits kind of in the the general scheme of things okay thank you and would that be the 34 actions that you had identified on slide eight is that kind of where those problems are mr mayor can't councillor not quite um those are those require further study so the the bulk of those actions are actually things that would either be affected by other actions or they're just things that need to be refined as you know when the comprehensive plan was adopted there were hundreds of action items recommended and so the process of review is iterative and so it's not necessarily so that we're just bringing up those i think even the actions that we know are good and need to get done those can also come through to you for further refinement or direction you do do we want to focus on this first so it really just depends okay and then we had talked a little bit about the time that it takes for departments to implement not only the actions themselves but go back and do the mapping and things like that what type of departmental support are we able to give especially with departments that may have um an abundance of actions um sorry so your question just to be clear is a resourcing question or yes okay um yes so there are certain department departments that have uh the majority of actions assigned to them and that is by nature intentional just because uh most of these goals are coming in from the comprehensive plan and so they are about the built environment however most of those do get taken care of through some of the things that we're already working on for example the land use or the the land development code realize las cruces um that particular item will take care of like i don't know some 30 of all of the actions so so there are kind of there's an imbalance if you will in in which departments are going to implement these goals however the resourcing question is really why that that is actually something that they should be bringing up during their strategic plan and budget uh conversation and they are doing that right now so parks and rec you know there's many examples of departments that have identified uh actions that cannot be taken care of right now or within the foreseeable future unless they are resourced accordingly and so their opportunity to do that is really through their strategic planning effort and through their budget requests and through their cip requests and so making those connections is really crucial because we don't want one-off requests just coming out of the you know kind of out of thin air we want a process for that so everybody has a say at the table but also the good work can get evaluated and weighed together okay if that makes sense yeah thank you and then just looking forward uh i think it would be very helpful on my end to be able uh once some of these actions are in place and getting a sense on what difference did it make did it make things smoother not only for perhaps the customer residents but for staff and then of course for council but are there also challenges did something not turn out the way that we thought it would because we implemented these items mr mayor councillor but that that is definitely an excellent suggestion and i think we will take that to heart okay thank you so much and thank you mayor councillor ben cuomo thanks mayor thanks rijana for the presentation i just have a couple questions in terms of the um i liked the graphs that you had the actions by 2023 24. in terms of those actions i know they're not all policy oriented but for the ones that are how are you ensuring that they are moving through prcs like how do we because i feel like i asked this last time you were here i just wanted to to see less silos when we're talking about these actions and i feel like the prc's have that potential and so what is the plan how do you see them moving through the prcs mr mayor councilman cuomo so there is not a set process for that yet what i do envision is that the prc liaisons or the coordinating staff should be using the city strategic plan implementation program that big worksheet to really identify all these policies and actions and as and when [Music] working with the chair of those prcs they want to put items on the agenda or bring certain actions into the conversation again it really depends on how these individual prcs are focusing and prioritize what they're prioritizing but this is available and it's supposed to be a tool for everyone to use in that fashion and so if there's a conversation for example at a prc that is debating a particular action or a policy okay so what comes out of that is there a recommendation to amend that then you go through the amendment process is there a change of mind and now that we see that action are we gonna follow that course okay now let's talk about resourcing and actually making it happen so the prc really is that level kind of mid-level direction to staff without actually directing staff well no i'm glad you said that right because i think that's on ifo and i think from that would be my guidance to you full right is that you use what shazhana just said for direction particularly to the staff that are assigned to certain prcs and to any of us who chair prcs as well because they do think that they're good places to move these actions and to discuss these actions i i think that when prc's become places where we're just information sharing that's not what they're for right they're to move policy along and you know here's a great sort of framework for some of those policies that need to move forward um so i think if that direction comes from ifo i think that's um from us to etho um i think that's how that works best um but thank you shirjana and then just my last questions well yes i saw a couple of folks um nod and say yes for you to send us that document i think that would be really helpful and then i would like to see the these 34 policies that need further study and discussion unless you have some examples now i would love to hear a couple but if not if you could send that to us i think that would be helpful and then who is taking the lead on these conversations for these 34 pieces mr mayor councilman cuomo [Music] they do have some leads assigned but for the most part they might be actions that don't have a home right now so for example in elevate we were introduced with some elements that are not typical of a comprehensive plan right so some of the social or health related items for example even though we might have tried to put a logical connection there might have just been a lack of expertise in-house or again it really depends i'm trying to think the the open space one might be one of those actions um but don't put me on that right now but i'll just give you that example of how open space conservation even though you can assign a particular department to be in charge of that it really has different aspects to it so we could look at it from outdoor recreation perspective economic development we could look at it from a health perspective active transportation um you know capital improvement investments so just the nature of certain actions could be broad enough where there's not a you know definitive or identifiable lead or measure or even completion date they could also be reliant on external partners to achieve so you know the state blm we had multiple multiple external stakeholders during the elevate comprehensive planning process and a lot of them made recommendations that turned into policies and actions so it could also be some of those where just staff is not entirely able to pinpoint exactly how where when that would okay and i mean that's a great oppor that's a great opportunity to break down silos for how we work at city hall right so um but yes thank you shojana and i would i would certainly appreciate to see the list of 34 and that bigger document thank you mayor tim thank you mayor thank you sir john i appreciate your um your work on this as you're going through the slides i'm just getting more overwhelmed and i can imagine how you're feeling and stuff so i appreciate this i think it's great to blend and make sure that we have um everything aligned and and and so appreciate that on slide 12 you the what is the deadline for the plans um from each department is there one and um i think a time frame very specific would be helpful for for the upcoming budget year mr mayor um yes so ultimately at the end of the fiscal year which is june 30th uh that is the deadline for the final strategic plans um it will still be a work in progress though because we're not a hundred percent of course uh coordinated and matching so to the city strategic plan which will also go through a process of refinement um in i believe 2023 so while there might not be a certain date uh where everything is perfectly aligned and in place i think we will get really really close by the end of this fiscal year and then the following fiscal year we're going to work on tightening up that connection between the capital improvement planning the budget and the city strategic or the department strategic plans and so they do need to evolve a little bit further because we have not gone through the process of benchmarking we have not gone through the process of really weighing how these measures are getting tracked as i showed you with the open gov aspect there's still a lot of data that needs to be validated cleaned up we just have not had an opportunity to do that for a while so this is the time we're going to have to play catch up and and really work on it thank you sir john i appreciate it i like that it's a working document and that you're pivoting and and i don't think there's ever going to be perfection with this so that i'm not asking for that what i'm asking is is just appreciate the deadline of of um you know the end of fiscal year and then your second phase starting but every i guess i'm concerned about the evaluation component that's the phase three right because you're adopting we have adopted the budget we've adopted these plans there should be some evaluation that's occurring currently so that we can let the public know these are the things that we're working on this is the resources these are gaps and barriers and then i like the way in terms of how we're being alerted through the policy review i think committees is a really good a good way to to do a lot of that and and for me it's um i think it's very strategic we should be prioritizing these items very specific we should be having these conversations at the policy review committee level so that if there are policies that need to come back that they took to council that it happens in that way so i'm very interested in seeing the working document i think that's really important and you know the hundreds of of objectives and goals for each um related to the you know each of the themes i think are helpful as well and i too um feel like it's important to know those 34 because i know there's especially around the community prosperity right there's a lot of social service things that typically municipalities are you know have the expertise and and a way that we evaluate that and that you come back to council and say um you know we don't have the expertise here this is what needs to happen i know in the discussions about creating this health unit if you will where there's social service aspects i know there's some more studying i think that needs to occur um there but i think those are things that are important to me um and then will we be able to see the excel spreadsheet that you gave to us that you showed us here i mean yes absolutely so uh we i can just forward it on to the city manager and he can share that with all of you i think that's helpful so that we can see the number of yeah i was going to have that today but maybe it's not ready yeah yeah i know that there's that that that concern and i think that's okay but it's a working document right and it's always improving we can all agree that that's what it's going to be so maybe on the shared drive would be helpful so that we can we can get in there and really see where things are at and see how things are evolving that would be important to me also yeah i just want to talk a little more about these monthly reports that you spoke of in relation to the departments um you made mention of right these updates about each of the priorities and in 2023 this is what's going to 22-23 this is what's going to happen will we get those or how how will we know where every department is on a regular basis you'll come i know and you do it twice a year but i don't think that's enough time and i don't want to burden you but i also think that should be available to us ms mayor uh member tim so one of the things that we are exploring is to do those quarterly updates through the open gov dashboard so if that's the case and we are reporting on those measures in that manner it shouldn't be too much of an ordeal to actually report on those just update the measures and track the progress so that is something that we could very easily share through say the city manager's dashboard or the transparency portal um to city council so i mean i would take my cues from the city manager sure of course you know if that's something you all want to see i'm sure he is absolutely open to that i think that's important and i don't i think we need to be really clear this isn't perfect there's going to be challenges we need to understand what they are and be very clear with the public right where we maybe not quite met it and why i think those are important typically you know i go to a lot of meetings outside of city hall that that you know um and i get reports from all the wonderful things that people are doing but they i think the biggest piece is the challenges and and and and i i don't think we should be afraid to say right these are the challenges and why and and and not wait till the end of the year that this stuff needs to get to the policy review committees and at this level so that we can really help if it's a different policy budget issues i i just feel like sometimes we wait and or it never gets and i'll tell you i'll be very i'll be very transparent and concerned about and share my concern when directors come to those budget meetings with you all we don't hear those we don't we don't hear how what's challenging about the number of ftvs or the lack of ftes the lack of funding the kind if we just had this we don't hear that i i've never since i've been here have heard um really what that dialogue looks like and i worry that it there's not an opportunity i mean we hear um at the retreat um some very more lower level or maybe even more higher level right but but specifically i i don't feel i feel there's a challenge and a barrier as to how that communication is coming to us from the director's standpoint and i realize this is administrative and you know for ifo and his assistant city managers to address but i but i also feel like there's a gap in what comes to us right and so um and then lastly i've asked um for a brochure to share with the public similarly to the one that we had five years ago that i think is important i know there's so much that that that's in our strategic plan but i think a brochure that is is maybe higher level that sort of talks about the themes and you know for more information these are the areas kind of thing i think that brochure is really helpful and i've i've received so many i think positive remarks about having that brochure that we can share with folks easily would be would be helpful and this is where i think we're missing for this next strategic plan and so appreciate you thank you mayor um any comments from the audience okay shoshan is that it your presentation yes sir thank you okay thank you okay so next we're going to go to item 3.2 which is the mesa grande drive extension and public works director david sedillo will be presenting so good afternoon mayor council david seville public works director and i will be introducing the mesa grande drive extension the city has been approached by a local developer and outside firm to establish a private public partnership for the development and construction of this major roadway this proposal of the extension of mesa on the drive will be from u.s 70 south to lowman avenue also connecting all the existing arterials along the route mesa on the drive is identified in the messiah valley mpo future thoroughfare plan and this has been presented at the transportation sustainability and infrastructure policy review committee with a recommendation move it forward and that's why we're here today today staff will be seeking support from council to move forward with this proposal and with us today we have mr john moscato from sierra north land holdings and also mr jim webb from the goodman corporation who will be presenting to you this afternoon and with that i will ask mr webb to come up for the presentation good afternoon mayor counselors my name is jim webb i'm the ceo of the goodman corporation we're professional services firm based out of houston in austin texas our core capacity is connecting capital to communities oftentimes it manifests itself through public-private partnerships oftentimes through public public partnerships and then often as well through discretionary funding opportunities so we're looking to knit all these together as it relates to this project uh this developer and this community um so we're talking about the mesa grande drive extension project as mr cedillo referenced from 70 down to loman the intention of the project is to enable additional sustainable development to grow the city's tax base and also provide expedited access from highway 70 to the loman avenue commercial corridor into downtown other benefits include increasing access throughout the community reducing traffic congestion and providing additional access east west through north rise drive caahitas sedona hills and sonora springs the extension of the project has been conceptualized as a proud tree-lined multi-way boulevard with generous space for walking and biking this is very consistent with elevate las cruces master plan which we've been talking about in the previous agenda item what you see here on the screen is a conceptual cross section nothing here has been decided or agreed upon this is just a visual to provide a a concept of what the facility could look like the proposed roadway extension will conform to the active transportation plan the complete streets ordinance elevate las cruces and other applicable local ordinances state ordinances federal requirements as well should this project be federally funded the intention is that this extension will be the catalyst for the east mesa development that's depicted in elevate las cruces and described as the consensus growth scenario for the community it is the intention that this this roadway will support mixed-use development in las cruces it's walkable bikeable transit compatible and is consistent with smart smart growth principles the development in the roadway will provide open space and recreational opportunities in the east side of the community and then also connect to current and proposed recreational amenities such as the east mesa recreation complex in terms of the need for this project the city of course is projected to grow 37 percent between 2018 and 2045. there is a need or will be a need for additional housing and infrastructure this piece of infrastructure will support those housing needs and other growth that's tied to that in this part of the community again there's an emphasis within this concept on sustainability resiliency and smart growth principles and really traffic projections we have completed some on a preliminary basis which i'll show in a moment demonstrate that the new roadway will reduce travel time delay and reduce congestion for future plan development in the community so we have or my firm has completed some initial traffic modeling we looked at two scenarios a build scenario and a no build scenario the build scenario assumes the construction of mesa grande drive and then also the realization of the full uh development pro forma from the elevate las cruces master plan the no build scenario portrays not building mesa grande drive and then only realizing development on the west side of mesa grande or where mesa granite would be from the elevate las cruces plan you'll see from our preliminary analysis that the construction the facility in the build scenario reduces total vehicle miles traveled in the am and pm peak periods the reduction in vehicle miles traveled is essentially due to creation of more efficient connections and reducing circuitous trips that mile reduction is then also creates a commensurate reduction in vehicle hours traveled which is the time that folks spend in their automobile when our intention is to complete a full benefits analysis associated with this project which would really evaluate economic development benefits congestion benefits emissions benefits but this is a snapshot just to demonstrate that this project does have a need based in transportation engineering here's a visual you can see here from the model output here is a pm or that's the afternoon peak hour no build scenario you can see some of the congestion on 70 heading east west and then if we go here with the build scenario you can kind of see that congestion taper it's kind of hard to get in the granular level based on this image but you can kind of see again the no build some of that orange and yellow and then it being alleviated through the build scenario and again this is just a preview so planning excuse me planning consistency at the end of the day there's several slides here and i'll just really summarize this project is consistent with local regional county statewide plans as it relates to transportation comprehensive planning master planning recreation planning the plans referenced here in green are plans for which this roadway project is specifically identified the other plans are really examples where the plan may have goals or objectives which are consistent with the goals and objectives of this project this is important to note because as we look to further develop this project and pursue discretionary funding opportunities planning consistently consistency is always something that funding partners look at and of course it's important at the local level as well so again i'm not going to go through all this but these are snapshots in the in the presentation of the individual goals and objectives which demonstrate consistency between the plans and the roadway project itself of course probably most important to that is the elevate las cruces comprehensive plan so again the consensus growth scenario in that plan shows further growth in the east mesa in the project area the the the plan as well depicts conceptual plans for development that is accessible and accessed from the mesa grande drive extension as mr cedillo had referenced this plan is or this project is also within the mpos regional transportation plan or long-range plan uh this roadway is also on the city's future thoroughfare map as well um so it's another element of consistency so you know in summary this project has been on the books the plans for for some time now from a multi-modal and alternative transportation perspective this project is also consistent with the transit planning efforts in the region and the community the transit plans have identified kaihitas and mesa grande as candidates for high frequency local bus service in the future with a option for a potential feature transfer point at mesa grande and kai heat is at the intersection itself as far as right-of-way is concerned for this project the majority of it has been dedicated for the project however there are some sections that are still within the state land office and need to be conveyed those sections are shown in green on this map mr moscato with sierra notre dame land holdings i myself think it would be beneficial that if the city wants to move forward with this partnership and this project that city coordination towards conveying these remaining segments would be helpful in expediting this process and eventually realizing this project so in term of the summary benefits of this project this will support growth smart growth planned growth in the east mesa and will help manage related traffic demand in the future it will provide access both for existing and new development it will enable the tie-in to existing and future bike pad connectivity this will also increase access to existing and proposed or future community assets schools the high school the rec center of course will also through the connectivity and access benefits improve emergency access by creating an alternative route on the east side of town in the event that there is a major crash incident or just really a delay at 70 and 25 this project will provide a workaround for that and again from an economic development perspective this project will enable the further growth of the tax base and ultimately revenue generation for the city both in property tax and sales tax other benefits of doing this project through this unique public-private partnership opportunity is that it will allow for the holistic and consistent planning design and implementation of really a major city principal arterial in other words this will create an opportunity for us to really look at this corridor comprehensively come up with a cross section come up with termini come up with solutions to potential problems related to the natural environment the built environment whatever it may be so that this isn't built in a piecemeal fashion i think that that's really the alternative here if we don't pursue this as a holistic project it will likely be built over time maybe via different parties and it will not yield itself to really the the consistent congruent corridor that we really all like it to be um and really the the corollary to that is then being able to apply to the entire corridor at the forefront of the planning process principles from the plans and ordinances i had referenced previously so the active transportation plan the arroyo management plan the complete streets ordinance and then of course elevate las cruces so just to speak a little bit about about what we're really proposing here um we have a developer with sierra nurture land holdings that's really willing to provide the local share commitment for federal funding opportunities for the construction of this road the developer is also willing to fund the design the development of this corridor and then is also willing to convey property for the facility as well in return the city would essentially be the project sponsor or the recipient of federal funding that would be pursued as this would be a public infrastructure element at the end of the day so this is really a unique opportunity to leverage to the greatest extent possible private investment to develop the project provide the local share which is usually 20 could be as much as 50 percent and and really leverage further federal dollars to help build this facility what's being asked of the city in return is partnership stewardship of the project and privatization at some level of this project in pursuit of discretionary resources through discretionary grant opportunities so um following today potential next steps would be to codify an agreement with the city and the city council and the mayor and the city attorney which would identify the roles and responsibilities as we work through the project development process the funding process and really you know everything moving forward from there from there moving to planning and design of this facility there's been a very very abbreviated a bit of this done already just discussion of potentially what that cross section could look like termini things to consider etc should this move forward of course that be done at a much much more robust level we'd like to finalize the costs of the project the benefits of the project so we've got that full benefit cost analysis to really be able to communicate to the public as well as our funding partners what's the benefit of doing this project in terms of congestion safety access economic development you name it also begin work towards the completion of the federal environmental process if we do pursue federal funding for this project and if we're awarded or if the city is awarded we would need to go through that national environmental policy act process that nipa process so that's a very robust environmental process and we're going to want to make sure that we satisfy it and we begin work on that to make the project as shovel ready as it can possibly be and then of course we'd work with the city to coordinate funding opportunities through the metropolitan planning organization or the mpo through earmarking opportunities and through discretionary funding opportunities like the infra program the raise program and whatever other grant opportunities may become available to us and then of course would pursue funding for the implementation the project itself so um that is my presentation at this point john i'd ask maybe if you have any other comments if not we can open it up for questions thank you mr webb let me just start off a couple questions first sure and um first off it sounds good i i agree with a lot of the comments you said as far as the fact that um you know i know this has been on the mpo for a long time it's been discussed the metro mesa grande which is go right in front of monat or oregon mountain high school but so would you be let's just use the hypothetical 30 million to build it you would be wanting to do the entire four lanes two on each side correct and run help me run through what the scenario would look like if it was say 30 million to build okay um let's use 50. that's easier for my brain in terms of an 80 20 match requirement so if it's a 50 million dollar project generally if it's an 80 20 type of program through whatever united states department of transportation program there might be available essentially what would happen is we would identify this funding opportunity we would work with the city city manager's office staff and say hey we're ready to go we've done our due diligence ready to pursue this we've got this grant opportunity we're willing to provide the local share so that 10 million dollars of that 50 million dollar project we're willing the developer the private sector is willing to provide that does the city concur with pursuing this grand opportunity because the city would have to be the sponsor um so if that's the case the city would say ideally yes let's go ahead and pursue this we would have an agreement in place already or maybe one that would need to be updated that says okay should this thing be funded the the matching funds would come from the private sector the federal funds would flow through the city should it be funded then we'll work jointly to go and actually implement the project and we've developed a kind of a concept framework which outlines roles and responsibilities and what sierra norte land holdings has agreed to in principle is that they'll be largely responsible for assisting the city with grant management construction administration maintaining federal compliance provisions things of that nature really to take the burden off the city to the maximum extent possible so really what would the city would be out through this this hypothetical scenario would be staff time it was essentially what it would be and some time for inspections and things like that but the intent is largely for the project to be funded through the the private dollars and then federal dollars made available through some federal funding opportunity okay i want to say one last thing and then i'll turn over to my colleagues although i haven't seen any lights yet so just for a matter of reference for counselors graham and and koran the developers have actually we did something similar several years ago to build sonoma ranch boulevard north although then but they've been paying back on that so at least they have that track record that they have now they've actually built the road and given it to us so just thought i'd share that with you counselor beta and then counselor ben cuomo yes thank you um i have one question on the sequence of uh how to build uh you identified it was on one of your slides there was a green mark of areas that would have to be approved to be connected yes and so in this sort of plan what is the sequence on which those would be incorporated so that we know that a full road can be built sure the ideal sequence is really what we want to do is once we get through this step and get this agreement in place is really begin to work through that detailed planning design and then also begin to engage the city and the state land office to begin to get these additional rights-of-way conveyed for public use um the intention is to do all this is one project again to realize the efficiencies and the i don't know the the planning benefits of the project so that would be one of the first steps we'd take okay thank you and as you described this project would adhere to the complete streets planning and the active transportation plans counsel you guys absolutely okay thank you thank you mayor thank you councillor bencomo thanks mayor and then just in terms of just to add right to you're saying in terms of what the city would be out for and maintenance right future maintenance for forever i just wanted to tap that note um i did want to thank you for um the pm build-out scenarios you didn't include that in the tsiprc and that was really helpful um and then for and also thank you for including the arroyo planning is that something you expect will be done through the goodman goodman corporation my apologies correct um or an external expert so mayor counselor um the can the detailed design effort would not be completed by my firm so it would be some other design consultant retained by sierra norte um but my thought is that process should be heavily driven through the city because at the end of the day it's going to be city requirements i actually don't mind that at all and just so you just to note because we had this conversation at the prc both the sustainability officer and and staff from parks and rec um provided input for this because arroyo protection out there is really critical and we honestly don't have a plan for it and it could be really dangerous and detrimental to folks living out there but also the environment and so i do think that you know including folks like lisa and catherine um would be really important and then mayor i did i don't want to perm on the spot but i did see andrew from mpo come in i wonder if um he would have anything to add either just from the mpo perspective because he also was not at the prc and i would just be curious to hear from him thanks andrew thankfully this is already down at my level good afternoon mayor members of the council my name is andrew ray uh i am the mpo officer for the messiah valley mpo um just to follow up on what the the consultant said yes this is a facility that is on the current mtp mobility 2045. it is in an out year we we break up the project uh brackets by by segments five-year 10-year 15-year and beyond um it is in the beyond category right now but it is up to the city to determine as an entity when the city deems it in its best interest to make changes make moves in this regard there is one thing that i do want to add it is very likely i don't want to say 100 assurance but very likely that what would actually happen is the city would be applying directly to the federal government there's probably probably not going to be a pot of funds that the npo per se is going to preside over that would be applicable for a project like this so the npo directly would not engage with this except for potential letters of support which the city would need to solicit from the npo until after a grant was awarded at which point we would have to to put it into the transportation improvement program potentially amend the mtp depending on the timeline of of such things happening so just wanted to add that clarification all the things that i've heard so far as far as pots of money that the npo itself might do calls for project for it's going to be planning things it's going to be it's not really going to be an infrastructure stuff that all those asks are going to go to the federal government thanks andrew i always appreciate your expertise since you're up here and this question is for you or any other staff actually um in terms of public input has the mpo collected public input on this specific project no uh mr mayor councillor ben como we have not from from a formal standpoint this is kind of the first time that we are seeing this um we have been engaged informally in conversations about this so we're aware of it but there's been no public engagement no nothing of that nature has taken place okay thanks andrew um and then yeah i guess that would just be the only um piece for me is that you know just hearing from folks who live out there and how they feel about this plan thanks man so i just want to say a couple more comments um mayor he might have had something to say oh i'm sorry thank you mayor councillor my only comment on the public engagement is that i know that this area this part of the community was referenced and really not more than reference right it was examined studied as part of the elevate las cruces master plan so this roadway was comprehended in that master plan um or i should say comprehensive plan as well as the consensus growth scenario so so at some level the the community is aware of this project and there's been some basic stakeholder engagement okay so what i wanted to say was i this first off i didn't realize there were funds that that could be used is it because it's so close or to get onto the to the highway 70 that just that there could be some grant money or funds like this mayor this is a regionally significant corridor right now there are more federal programs for a project like this than have ever been made available this is kind of a unique opportunity due to the transportation bill and this is frankly the could be the right project at the right time okay the reason why i say that is i still remember in 1995 i was with the county commission there and angler road it was this what discussion we're having here was angler was being discussed and then fast forward 25 years before it finally opened so when you have an opportunity to have this road done which believe me i've i've thought of often when it was going to happen i know councillor flotus isn't here that's her district and and then council koran's on the other side of highway 70. but i can i just jot down a few things one obviously it's going to reduce traffic on highway 70. two is going to give them addition it's going to give us an additional access to highway 70 because right now it's through tell shore through road runner parkway sonoma ranch boulevard and this would yet be yet another but more importantly i can still remember when my oldest daughter was going to school and she was first driving i was following her and with a walkie-talkie right and you're trying to get on first they went on a frontage roll but imagine on highway 70. so this would be yet another route a safer route because it goes right in front of amino or oregon and then of course as you mentioned comprehensive plan consistency but also i know we've also always discussed about more housing and some affordable within the price range and that's that's a whole different area there it's all could be developed and and um i think you could see a lot more uh housing there that that las cruces can afford and um one thing i wanted to say and i used to represent the district six years ago and there's still problems there's blind spots there i mean what i'm trying to say is if if we can if we can do this we can just make sure there are the blind spots because there's those accidents there and it's not very bicycle friendly and i was just wondering if you could kind of just spend a few minutes on and and how we can make it so that i mean i i wish i i think i probably once rode a bike and it's not too far on road runner parkway i am not getting on that street i'm sorry bicyclists that are enthusiasts that are out there there's just no way to me it's it's kind of dangerous but i know there's new new street patterns or for to allow for bikes but and i know that looking at the concept it looks like you're going to do a multi-use path and i'm wondering if there is a way to extend that even if it meant i mean i'd be willing to support some additional funds to make it so that it's a walking path and a certain area set aside for electric scooters and bicyclists you know i don't know i don't know what concepts that are out there are you aware of any and if so can you share those with us please mayor yes i'm working on a project in houston right now actually which is somewhat similar to this section although you've got a dedicated in that case eight foot wide pedestrian path and then a separate bicycle facility which is delineated and it's fully separated with another curb as well so that would be another safe area where folks can bike they could use scooters whatever else they want to use rollerblade etc to be separated from pedestrians and that just reduces conflict between walkers people with dogs people strollers and bikers so as we work to refine this concept and workshop it with the city those are definitely things that we can explore i ride a bike like once a year for my annual bike ride this time be three years but i know bicyclists like to ride on the high on the street i personally would love to write on the multi-use path but i wonder if it wouldn't hurt if in addition to the discussions you get with the public maybe include them as well just to have their input mayor i thought the rollerblading shoutout was for you i'm sorry what what okay so anyways i mean i'm good with this i mean gosh what there's no downside to the city we get an opportunity to have what what appears to be a 30 to 50 million dollar road you build it get all that stuff done and give us the keys after you're finished that's a 50 30 to 50 million dollar addition to our balance sheet which is pretty good mayor pro tem yeah i do thank you thank you so much for your presentation um could you go back to that map with the green and yes uh that green area there is um specific sections in greed that need to be you need to have a i guess a discussion formal discussion with the state of new mexico are you talking d.o.t the land office verbals john you could speak to this better than i can good afternoon mr mayor uh councillor gondara john muscato's here north land holdings the area in green would have to be uh coordinated through the state land office uh much of the area north of the southernmost green portion there has already been dedicated by the land office to the city we weren't involved in that dedication it predates any of our development activities in this area and we're not sure why when that area was dedicated to the city why it wasn't dedicated all the way to lowman seems logical to us that if the land office was willing to dedicate the right-of-way to the city for a couple of miles north of that green area that there'd be no reason why there would be hesitancy or reason why they would uh not cooperate with the city for dedicating that remaining portion as well as the portion of northride that goes through uh section 27 as shown up toward the to the northern point so exclusively with the state land office and we've had a lot of experience i'm sure the city has had a lot of experience with the land office in terms of acquisition of right-of-way so i think it would just be a routine application but we hope it would be a routine application i know i guess that's my question like how routine and how likely will they approve it and if we've had some um you know positive um you know remark positive um approval then i'm i'm more likely to support it i i i see this and i see i i agree that we need to have some relief um for sure but i also then begin to be concerned about just building for more cars and i i want it to be i want to be very clear that i would agree if be in agreement if um we have ensure that we have the complete streets always at the forefront that we're building you know that so pedestrians and bicyclists have um you know a safe place to to do that would be of importance to me um you know right now we just can't get a handle on our speeding and people the fatalities the crashes those things and this is just another um addition to that that i'm i'm very concerned about so i i just want to make sure that it's likely if we move forward that there's agreement i guess there's always a chance that they could say no but i don't see that it just doesn't make sense here if they say no so again i'm concerned about about this additional i know it will free up the congestion but i also know um and and i like that concept that was shown earlier i think that is really the way to go but those two way back i'm a little worried about that in terms of speeding it would be my concern um to counselor bencomo's point about we would take on the um [Music] once we build this and we would have to take on right the maintenance of that do we have an amount of money what that would look like for something like this mayor pro tem at this time we don't have a definitive dollar amount this being new infrastructure as it ages that would give us the opportunity to collect those funds to be able to maintain it one point that i do want to make is this way if the roadway is built completely it's easier for us to program in our pavement management system because now we are able to incorporate that overall with the funding having different sections come in that proves a little difficult because some pieces may not experience the level of traffic that it needs to to function and live as a cross-section of the roadway so at this point we haven't pinpoint a dollar amount but again over time that would be folded in with our maintenance sure i understand maybe 10 years or so i think but there still requires maintenance i think it's important that we have you know um an amount an average something that we understand that in 10 years we'll we'll be um i won't be here in 10 years right so just i think it's important that we're mindful of that and we'll have that because this will if we move forward with this this will come before council with the resolution and at that point we'll be able to get you that estimated cost thank you thank you david thank you mr muscati thank you so one thing i was just going to point out and i know you're aware of this mayor pretend but if if we can get that from the that north rise from the state plus the other commercial activity that will be generated from mesa drive being developed that's going to bring a lot of revenue to the city and what percent of the budget goes to you david approximately 10 percent mayor i believe at the last budget presentation i think our budget was around 12. yeah so gosh if we bring in i mean this will this will bring in a fair amount of money i i we you should have enough to maintain that road and plus if you build it right it shouldn't have to mess with it for a few years so i i think it's pretty exciting thanks for bringing it forward uh councillor abetta and then councillor koran yeah thank you mayor um i'm also in agreement with you about moving this forward i do see this as needed infrastructure for the future everything from safety to i think it is a good opportunity if built correctly to have more active transportation that's not only just cars but if it has the biking pads and walking paths to connect people so i look forward to hopefully seeing it soon counselor karen and i i had plenty of time to have this conversation at the tsi prc so i really appreciate you all coming back and following up but i did just want to point out a couple two things one is related to the maintenance if in our in our model of of complete streets and and multi-use paths i would like to point out that i think parks and rec is also on the hook for maintenance and so i do want to acknowledge that that's a part of that ongoing conversation that we have to have an increasing infrastructure recognizing that and i do think that is something we should consider in in our ongoing conversations especially about impact fees for parks and rec so i do want to just acknowledge that in this and then i would also just say as being new here i don't know exactly how the process goes when something comes to a work session and there's sort of a general consensus i don't know what the next steps in the process are so i just i'm curious if you can sort of spell out what that looks like since we don't vote on things here and do all of that i just wanted to follow up on what the next steps might be no good very good question counselor since it appears as though there's a general consensus to move forward then staff david will work with with legal and others to start drawing up what they need to there needs to be a resolution come forward to the city in the next month or so that will come forward and then when it comes before us we'll say oh yeah remember we had a work session on this and and we said we like it and hopefully you vote for it yeah hopefully remember
