foreign [Music] foreign [Music] good afternoon everyone Welcome to our meetings if you're here for our city council work session we will get to that after our first meeting which is what they call the tid a tax increment development District so we'll start with that one first so today is Monday July 24th 2023 it's approximately 1 p.m before we get started if you please join me in the Pledge of Allegiance please okay so the first item on the agenda is the approval of the minutes from the April 24th 2023 tid board meeting I'm going to need a motion second please move to approve corn second motion made by Grant board member Corin second by board member Graham Christine this is on the motion to approve the Ted Borden minutes from April 24 2023 board member of beta yes board member Graham yes board member Ben Cuomo yes board member Koran yes board member Flores is absent board member Gandara I'm right here yes what am I saying here yeah yes to the minutes and chair yes okay we have two discussion items before we get to that the financial update in case you're wondering why commissioner Shannon Reynolds is here because he's an ex-official member of our tip board so welcome commissioner so we have a financial update and that's Chris favor from our Economic Development Department Chris good afternoon Mr chairman members of the tid board actually I don't have control of this so I don't know if someone in the control room can turn control back over to me I can't exit out of this slide it's almost like something from Twilight Zone you know all right there you go foreign Mr chair members of the tid board Chris Faber with economic development for the record so we'll go over two things today first we'll do a financial review for the last fiscal year so tid revenues per month for the tid the last three months were pretty healthy you can see the chart there that they were pretty steady we did have a couple months that were really high but by and large tid revenues month over month have been really really healthy and you can see on the year end total that this was the highest revenue generated in the tid in quite some time so we're we're flush with money for a lot of these projects that we did approve uh with this fiscal year uh fund 2815 revenue and operations just a little bit shy of 10 million dollars fund 42.70 unrestricted capital projects just a little over 3 million uh fund 4271 which is restricted for Bond projects for for Street type projects is a little over 700 000 bringing our total to uh 13 million six hundred thirty four thousand dollars that's it on the financials if anyone has any questions if not I'll move on to current tid projects no questions how about members of the public do you have any questions I've seen none okay thanks Chris next one okay so jump into a few of the current projects as everyone knows we now have a temporary tent upon the plaza it went up June 1st and it will stay up through the middle of October which will cover not only the hottest months but most of the really large events that uh set up tents downtown and it has been very popular with with event planners it is on the North End between the splash pad and the sundial and it is available for the public and any event planners to use and you can see here this is a photo from an event from a couple weeks ago there being very well utilized by a lot of these events downtown I do have an update on parking lot 7. they have restarted utility work and so once that is complete repaving the lot will follow and the expected completion date will be the end of August for this particular project so a couple issues regarding security we now have an overnight security patrol that patrols all of the streets within the tid from about 10 pm till about 7 A.M in the morning um it has been pretty successful in helping move people along downtown I communicate with security company every morning and they do have some issues from time to time and but by and large it's been well received and having a positive impact I will report back at the October meeting some month over month statistics to see if we're seeing an impact in reports for vandalism and things of that nature after a few months the security cameras so we are working to get security cameras installed and this picture here on the right is just kind of a an overview of where the cameras will be and kind of the coverage area but they will be along Main Street and then on select locations on church and water and that mainly has to do with where the current Wi-Fi coverage will allow us to have cameras so quite extensive coverage on Main Street and that should also help um with the security efforts and help PD assist in a deterrent or identifying anyone that may have caught some problems down there so with regard to the projects that were approved for this fiscal year just kind of a an overview of what the main areas were and even though I don't really have any updates on these now as public works and Facilities starts to work on these projects I will move them into the current project update and give you guys updates as these projects unfold but this is just sort of a reminder of the budget amount in the in the particular areas that we budgeted money for stand for questions questions board member thank you mayor chair thank you Chris I just have one question on the bathroom parking lot one you said restarted utilities or did I hear wrong Mr chair board member Ben Como yeah there was a delay for a while while utilities had to work out some issues there and I think it had to do with water pressure and the expanded capacity of the restroom so the restroom we put in there is twice the capacity of the previous ones I think there was additional utility work that they had to account for so that recently restarted okay thank you Chris do me a favor remind me again with the compo project was is that the streets I guess yeah Mr chair so a couple I think two years ago the tid approved money to do sort of a feasibility study for reconstruction of compo we went through all of that and into the design phase and that's kind of what Public Works is working on now but ultimately it will be a complete redesign of compost street from Spruce all the way down to Amador okay thanks any comments or questions from members of the public
