this will be uh just it's always one of
the the fun uh pieces here in city

I did want to note and welcome our new
board members um we have from the city
of Las Cruis uh public members Jess
Williams and Jennifer Gates
welcome and from uh the county we have
Miss Joan Campbell and Mr Patrick PE so
thank you all for joining
us um for those that are watching on in
public with the change in the jpa we've
had the addition of our uh board members
the uh city and county Representatives
have gone from 3: to 2 each and uh one
other change that you will notice is
that uh these meetings are going to a
quarterly basis rather than monthly so
um just wanted to get that let everybody
know and so that they are aware of uh
the new meeting uh uh occurrences that
we'll be having and then also the makeup
so if you see something different
today um that's what we're doing and I
really appreciate those members of the
public uh joining us and this is um
looking forward to being able to get
some more different voices as a part of
this board so thank you

agenda item number three which is the
acceptance of the agenda if I can get a

state that the only things that were
discussed in the Clos session on June
27th
2024 were those noted in the agenda
which were around the evaluation of the
of the executive director Clint ther no
other items were discussed at that point
and again I depending on what we have uh
moving forward if we need to address
that we may have to do that at a future
board
meeting so I don't Mr chairman
yes as long as the open meetings law is
is followed um your summary that nothing
was discussed outside the
notification uh I'm content to uh make a
motion to approve um the closed beating
statement thank you Mr Williams and I I
think we don't have to necessarily
approve but I just want to make sure if
the statement sounds like it'll it'll
suffice then we'll we'll do that but if
we do need to um address it then then we

themselves if you'd like to take a
couple minutes and let the public know
uh who you are and previous experience
and you know whatever else you'd like to
share so I'd like to just go down the
the the day and I'll open it up to board
member Campbell to start thank you um
I'm looking forward to this opportunity
uh kind of lived all over the country I
grew up in Pennsylvania and Michigan and
then my career in working with
nonprofits took me to Chicago for 10
years and then New York City for 10
years where I married my husband and um
we got tired of the cold we were both
able to work from home so we moved to
the coast of Georgia and there I sat on
the board of directors of the Coastal
Animal Rescue Society I also sat on a
commission of the public that liaison
with the uh local Animal Services Center
of uh Glenn County
and after we evacuated for our third
hurricane we said nuts to this we sold
the house we got rid of our furniture
most of our possessions we bought a
truck and a fifth wheel RV and we took
off to see the country then Co hit and
it turns out we were well positioned
having an RV we could keep traveling and
we kept hiking and sightseeing and kind
of had a good time during Co two years
into Co we stopped through last Cruses
fell in love with the area and uh We've
retired and this is our permanent home
now and we're looking forward to
it great thank you and welcome board

Williams thank you chairman uh I was
born and raised here in Los cruus I
spent 21 years working for donana County
as the Director of public information I
served on this board for nine years uh
three times as chairman and uh four
times as Vice chairman I believe uh so
I'm very familiar with the work that
we're doing and the importance of the
work that we're doing um I'm familiar
with the the city and and County Animal
Control folks um with Mr thaker and his
staff and uh I'm eager to hit the ground
running and to continue this important
work for saving animals uh to the
greatest extent possible in our
community and uh I'm very grateful for
the opportunity to serve on this board

Gates hello I'm incredibly nervous um
but uh my name is Jennifer Gates you can
just call me Jennifer um I use they them
pronouns um so I've been volunteering in
Animal Welfare for about 20 years uh I
came to Los cruus from Chicago about
four years ago in the height of the
pandemic decided that I was done with uh
being indoors for depressing Winters so
uh good change uh being out here in Los
cruus um so my volunteer experience has
been you know more of the Hands-On
enrichment fostering hospice fostering
Medical
um and I've done some community outreach
with programs um like one tail at a
times uh Chicagoland rescue intervention
Support Program otherwise known as crisp
which is a diversion program at Chicago
animal care and control amazing program
one of my favorite things to do um
professionally I'm in technology I'm a
data person um I have always been a data
driven decision maker um both in my
personal life unfortunately as well as
my professional
um and I love like optimizing process um
again like I said data technology I'm a
nerd um personally I actually coach
roller derby in CAD pz and um I'll drop
into Las crues League when I have a
chance to skate and I have two pets one
is Monster who was adopted from uh Truth
or Consequences he's about 5 years old a
dog and then Otis is a s
17-year-old uh spicy cat and he uh was
networ to me through broken promises
Southwest about two years ago so I am
incredibly honored um to be serving on
this board and I really hope that all of
my experience will um bring a lot to
this board and we can get a lot of stuff

peek good morning everybody those of you
that don't know me my name is Patrick
peek I'm the executive director of the
South Central Sal Waste Authority and a
resident of doniana County for the last
30 almost 35 years um I am going to be
transitioning into retirement in January
and I was looking for volunteer
opportunities to to serve the community
and was going to go talk to Clint about
cleaning kennels or doing some kind of
manual labor and all of a sudden this
opportunity popped up on my computer and
I went wow that's interesting I was
going to go volunteer anyway so let me
throw my name in this hat as far as my
experience with animals and Animal
Welfare I have uh a bachelor degree from
calply Pomona in agricultural business
management I've been involved in
ranching and horses and uh latest
Venture was raising puppies for guide
dogs for the Blind and placing service
dogs in the families and home and of
blind people um and then the ones that
did make it we turned them into therapy
dogs my daughter and I took dogs to all
the animal shelter or not the animal
shelter the senior citizen facilities
and Las crues before the pandemic so
lots of experience with dogs horses cows
um and like I said Clint I was going to
come see you about cleaning out candles
so now I sit up here instead thank you
Mr
chairman thank you Bo B Pekka I mean if
you still want I mean I think I think uh
Clint could still use a couple of
volunteers to clean up so we'll see a
January all right thank you and welcome
to you all um I appreciate you all
volunteering and participating again all
right so when that moves us into agenda
item number seven which is the election
of officers
um I don't know I know one of the things
we discussed previously if well I guess
well when we discuss officers that would
be chair and vice chair um I am not
going to influence necessarily the rest
of the board and I shouldn't but I think
if if the rest of the board is okay
generally we um nominate new officers at
at the beginning of the calendar year I
don't know if if if we're okay with that
but I would like to continue on his
chair at least through the end of this
calendar year um and then uh turn it
over at the beginning but uh I will have
to ask for a motion or at least a
nomination if that's okay for myself
being chair Mr chairman M Boardman
Williams I would uh either move or
suggest that we delay election of
officers until January when we know who
the news uh County Commissioners and
City counselors are um and uh the
opportunity for the city and county
manager respectively to appoint their ex
official

first meeting in January I'll second

name is Rudy rayon senior I'm a lifetime
resident that's born here International
traveler I'm an animal lover like most
about all of yall apparently cuz you're
volunte you're Val little time and I
I've done a little bit of stuff like but
I had a ranch when I was a kid with
horses and cows and Arabian horses and
llamas and stuff but this in Cas Wyoming
had you know usually you have more than
one residence when you're uh this type
of person but uh I have a question with
with during the meantime that we don't
have any leadership up here is you're
talking about like six six months and no
leadership half a year but there's no
vote because if you're saying we're not
I know we have you guys up here but what
I'm trying to say is I don't understand
why we're going to wait for another six
month half a year to get leadership what
what we would do is just continue on
with the previous uh officers that were
named so it would be myself as chairman
and then commissioner sh nandz as Vice
chair and then what we'll do is then um
switch the chairmanship over to
generally we we swap between the city
and the county so then we'll just do the
election because we we elected officers
in January of this year okay that makes
sense um or and then we'll just continue
on until the end of the year okay that's
cuz I just barely got here for this
meeting I got I was a little bit held up
by the by the security outside and like
uh uh I was I didn't catch that I saw it
online that they're going to have a
meeting and I was our transit system had
our we thing on my way over here so
sorry about that I missed the Insight
but I didn't know I thought we were a
whole new board the way I read it on the
email that the the meeting today so I'm
sorry I saw the agenda so I didn't
really know thank you no no appreciate
it and I guess we are from a new we do
have the additional makeup of of the
board members um and I think it's been
relatively I think the the the kind of
gray area is the fact that uh the the
current city councilors and
Commissioners were those that were on
the previous
or what I guess the previous makeup of
the board and so yeah and so that that
was part of um I guess what we were
looking at is if we can continue on and
then generally as as was noted by board
member Williams when we um we generally
elect at the beginning of the year
because usually that um by that point
the city council and the County
Commission um will either have changes
or they they may or may not have changes
and then they Doo board appointments at
the beginning of the year so then at
that point we know who will be they
could do their Outlook and stuff like
that the new Council I understand what
you're saying yeah yeah so they just do
that and then that way there's no
changes at the in the middle of the year
so it makes sense I just I thought we I
thought we didn't have a a sitting board
I'm sorry yeah yeah no understand you
you ladies and gentlemen have a great

with with the comment and and appreciate
you uh raising that up and ra asking the
question so that way hopefully it'll be
oh and that pause little thing you got
your puppy from that is a pretty cool

are in violation of the jpa because

sound that's a good note I think if uh
if that's what we need to do to stay in
compliance with the jpa then I guess

are three um three committees that

first is the executive committee which

know Clint I'll have to double check but
I don't know there any any other
appointments on that or is that no okay
so the that leaves the facilities
committee and the finance committee that
we will need to add one member on each
board it will
be um I don't know Clinton you can help
with this I'm trying to remember who all
is on each of those committees right
now Mr chair Clint AER uh so the bylaws
state
that the ex official member is in charge
of the is the chair of the one is of the
finance committee one is of the facility
committee so the city usually chairs the
finance committee because they are
fiscal agents which means that the other
ex official member from the county would
chair the facility managers meeting and
then it's uh the
two I got my numbers right the probably
should be now
three uh individuals for each facil or
for each
committee that makes sense okay so I'm
going to guess if we're doing three then
at least one from each jurisdiction and
then one extra
okay all right so I know we have our ex
official members so we are already
considered part of those each of those
committees I know Miss um ex official
member bomo will be chairing the finance
committee um ex official member Ward I I
don't know if it's I can't remember if
that's you or uh Miss Weir that chair
the facilities committee uh from the
county side so we have that um so what
I'll do is we'll start with the finance
committee um are there members that
currently would like to serve on the

nine is our reports and presentations
9.1 we'll move on with the city and
county ACO reports uh let's see I don't
know who wants the supervising amendes
or uh officer Hy yeah we can do rock

chairman and board my name is Brian Hy
I'm the case worker for Donan and County
Animal Control here to uh present the
County's uh report from April through
June um so the this is going to be a
little different for us um since it's
the 3-month one um this is the way we
decide to go so it's going to have
numbers um both separated for all three
months but all three combined as well um
so for the months of April through June
we had 911 reported stray animals we had
549 stray animals that were picked up
out of those were 136 stray cats and 413
stray dogs we had 4 4 sick or injured
animals um out of those were 27 cats and
17 dogs uh we also had 48 owner
surrendered uh one was a cat and 47
dogs this is our reported stray animal
call comparison for the four years um so
how we got those numbers is is how we
broke them down so for April we had 336
for may we had
313 and for June we had 262
this is our four-year uh return to owner
uh comparison chart so when our officers
are out in the field um if they're able
to find the owner they are able to
return him in the field so that way they
don't go to the Animal Service Center
msia
Valley uh so for April we had 29
returned to owners in may we had 30 and
in June we had 10 um I'll let you know
right now our June numbers were fairly
low for everything um and I will we'll
explain that later on in the
slides we had um additional animals
picked up we had one owner surrender cat
47 owners surrender dogs 44 sick and
injured we had three welfare hold U for
the new board members a welfare hold is
uh if um let's say like a sheriff's unit
uh State Police border of Patrol anybody
ends up picking up someone and they have
animals in their cars or trucks or
vehicles
they call us out we go and pick them up
and take them to the Animal Service
Center that's what those those are we
had zero neglect abuse or cruelty we had
19 shelter
quarantines we had eight home
quarantines we had four Co courth hold
quarantine cases um so just so the new
members are aware we have our own live
evidence facility um that sometimes we
take animals to for cases things like
that that's what those are for currently
we have three animals actually that's
not true uh we just got a new uh bite
dog in so with five puppies so we have
quite a few more now that are currently
being held at our live live evidence
facility we have three rabes submissions
we had 116 diverted intakes a diverted
intake for us is if we go to someone's
house and they want us to microchip a
dog or things like that um that's a
stray they don't want us to pick it up
up and take it to the shelter they want
to hold on to it or anything like that
anything that doesn't go to the Animal
Service Center or our courth hole
facility um that's what a diverted
intake is for Education we had 1,200
educational experiences through those
months and our total calls between April
through June was
2,38 um so this is our districts we have
seven districts in the county um we
break them down per district for
everyone to see so that way they kind of
know where the hotpots are in are in
each district so these are our numbers
for our districts so district one would
be hatch Garfield roie placitas and
District Two is Radium Springs for acres
in
donana District three is the Oregon
mountains uh wh Sands Missile Range East
Mesa and Butterfield in District Four we
have msia msia Park South Valley vad San
Miguel l MOS lasat and we also help with
NMSU in that area and then District Five
is Anthony and burino District Six is
chamberino La Union Santa Teresa and
Sunland Park and then District Seven is
just chaparal in the desert air
area these are uh cats Stray Cats picked
up by District um so I'll leave that
there for you guys um district 6 was the
only really big outlier we didn't really
pick pick up eenie cats in district 6
which is rare for us we usually pick up
a couple of them but for 3 months or for
the month of June we did not pick up
eenie and these are our stray dogs by
District um just so everyone's aware
district 7 was our hot spot for two of
those months um that's the blue bar uh
we had 43 animals for May and
June and then our reasons for owner
release uh we had five that were vicious
and or dangerous
we had one they were unable to keep on
the property we had two that the owner
was moving and was not able to take the
animals with them we had 21 which was a
big chunk of ours that they just weren't
able to afford them or take care of them
we had one for the age of the animal we
had eight that were either sick or
injured um we had three for Behavioral
issues and we had seven that the owners
passed away and no res no Umi family
wanted to take care of them
um so this is something new that we're
adding on uh we just ended up with our
um FY 2023 to 24 Aces project uh which
stands for animal control uh codes
enforcement environmental survey and
these are our final stats for that this
one normally won't be on the
slides so for that survey for the whole
year we ended up visiting 452 homes
basically what this is is we pick an
area we go to to that area us and codes
and a bunch of different agencies we go
through the streets in those areas and
we um see how many are in compliance how
many may not know what the compliance is
um any violations anything like that um
we have a cleanup day where um they
could go and take their trash tires
stuff like that for free um if we have
vaccinations microchipping stuff like
that they could also do them at that
time and then we go back a couple weeks
later um to see who's still in violation
who's
not so we visited 452 homes um the total
initial residents in violation was
166 total initial violations reported
was
374 our total our total follow-up
residents violations um ended up in 71
and the total follow-up violations was
106 uh with that we had the spay and
neuter AC program um there were
1,199 vouchers issued per form spay and
neuters we had
770 um 486 were dogs 284 were cats the
rabies vaccinations provided were
484 the microchips were
242 um we upped our contract um to
finish out that year uh with the spay
and neuter Action Program to $140,000
and the total contract expended was $
999 say that three times fast um Animal
Services Center um they also helped us
with our Asus projects uh when they were
available and were able to help so these
are the areas that um they've the times
that they were able to help so their
grand total uh was 17 Bella 100 dhpp 15
fvrcp 97 rabies um which ended up 229
vaccinations and 69
microchips and for that I stand for any
questions thank you Mr Hy board members
other oh uh exic member board thank you
um chair I just wanted to add um thank
you Brian and it's important for the
board and I think the community to know
and um getting in back with that Asus
program and looking at the com the
resources we provide to the community
and the final stats for the aces along
with going into the community and
providing the resources for the span
neuter program with the rabies
vaccinations microchipping and all the
the inundation we do into these
communities for voluntary compliance and
bringing these communities to uh like I
said compliance we also picked up a
grand total of
8,66 lbs of trash and
39,7 and20 lbs of tires out of these
communities that would have probably
ended up in our deserts so in in um
Partnerships with South Central solid
waste and all our other um partners that
we have with that so thanks to that
partnership and our illegal dumping um
partnership it's very important that we
have that and we go into these
communities and then I just wanted to
really quick touch on the lower numbers
of our return to owners it's important
to know that during the June we had the
riodoso fires so our department did go
out and send two separate teams of four
four officers with each team at
different times to go out and assist
with the fires and the disasters so we
had our disaster trailer our RV and
along with two animal control trucks
going out to the riodoso fires in that
time the officers assisted and cared for
more than 50 animals with temporary and
emergency animal shelters um in that
area provided housing and re
reunification and Enrichment Services to
the residents of riodoso they also um
gave into that community over 480 hours
of service to that during that time
that's just the animal control portion
of the county not to mention fire and
other oam services that the county also
provided that's just our section of that
so I wanted to add that to that thank
you thank
you I appreciate that and helping I
think clarify not just the numbers but I
think also the the assistance that was
provided by by the uh department and we
appreciate it um so thank you so much
for for that and thank you for for
sharing that uh uh member ex member W
are there any other questions from the
board comments I just had a please go
ahead board member Gates please uh I
just had a quick question so um first of
all the vaccine clinics that you all
provide is that low cost or is that free
um are you talking for this this one
that's up um so this was actually um
during our Asus project that the Animal
Service Center of msia Valley was
actually able to come out and do um I
believe we do those for is it free I'm
not 100% sure so the Animal Services
Center msia Valley does their own
services or they do have a fee um but
the U donana county has a program where
they provide free rabies vaccination
microchipping and span neutering through
the snap program you do have to go in
and qualify for that but we do provide
that to the constituents of daana County
and they provide up to six animals per
household okay cool that was my other
question was whether the snap vouchers
if they went through the entire snap
process or you all get to just hand them
vouchers and they're good to go or they
have to go through the whole you can do
that either or and then we also at going
forward to this new physical Year we
will have our new vet starting in August
so we are looking forward to that for
our our rural area span neuters great
AES awesome thank you thank you and just
for clarification this spay neuter
Action Program these are the numbers for
that
program thank you appreciate the thank
you board member gates for clarifying
thank you for I was actually one of my
questions I was going to ask was with
the vet when they' be starting so thank
you uh M Ward all right uh commissioner
shadz I just have a really quick
question on this SNAP program so we
issued uh
1,199 vouchers we performed 770 spay and
neuters um the vouchers issued are those
is also including microchipping and
vaccinations yes okay and whenever we
issue a voucher do we take money out of
the snap program budgetarily or do we
only take it out when it is
redeemed okay so whenever we're giving
so we could
actually okay that makes sense um I
appreciate that and just for a little
bit more clarification I know um
between around June to July um because
the money was running out they were
getting more vouchers to start for the
beginning of the new fiscal year so
they're already in that process of
probably redeeming
those and then just another quick
question on that so the amount that we
are paying out for spay and neuters has
been set for years when's the last time
we looked at that amount
I don't think we've looked we've
actually sat back and looked at that
amount it's set at
999,000 um for each physical year and
then of course last year it was approved
to move it up a little bit more to get
them over to the end of the fiscal year
because we had such a a good um response
to
that okay that's perfect thank you and I
would like to include that also the
officers when they go out to just do
like a service call maybe an animal
running at large and then they try to
hold that person accountable they're
also including maybe intact permits or
holding that person accountable getting
that animal fixed they provide that
information for SNAP so then in turn
that those numbers go into the snap the
spay and neuter
vouchers I thank you so much I

just want to add one more thing that I
forgot to add um also with the um May to
June we also had a little bit more
um issues with our calls of service
because we
had um several members um start their
training for the um animal cruelty
investigation training um so they did
the first part of that so that took a
good week out of our office as well for
members to do that
so I just wanted to clarify that part as
well thank you for sharing that
appreciate it
supervisory menz good morning sir how
are you wonderful how are you doing sir
I am all
right I I'm I'm a little I'm a little
disappointed that uh Mr Hy didn't want
to participate didn't want to do rock
paper scission with you
but we just decided to keep it normal
so good morning uh Mr chair members of
the the board my name is Gino him menes
I the animal control supervisor for the
city of Las cuses um just a quick
opening uh to the new board members
you'll see that uh my report is much
different than the counties the reason
being is through um previous uh boards
this is what the city council has
requested of me for my numbers and his
is what the County Commissioners have
asked of him so I will begin so for the
month of June we responded to three
179 stray calls of those 181 were Goa
Goa meaning the officer did not have any
contact with that animal so we didn't uh
apprehend that one we were able to
apprehend 198 animals uh 159 were
impounded at the Animal Service Center
94 were dogs and 65 were cats we were
successful in field ring 39 back to
their owner and these were animals that
had had some sort of identification and
we took them back to the residents and
the owners took responsibility for them
um we were unsuccessful in field R toing
12 again those are animals that had some
sort of identification however they
weren't home for some reason they
couldn't intake them and I'll go through
that in a in a future slide so we had a
total of 51 identifiable
animals here is our graph for a
three-year straight call comparison as
you can see for June we had
379 calls bringing us to a total of
2548 for the year and number you'll see
in the highlighted below the bottom of
the screen these are my Peak Performance
goals uh once a month or every month I'm
required to up give my numbers to my
Administration that passes it up to city
council and we have four Peak
Performance goals that we try to meet on
a monthly basis I will go through them
one by one and number one is our Peak
Performance goal of uh securing 65% of
all Strays so for the month of June we
were able to secure 52% so we did fall
short of our Peak Performance goal this
is probably the hardest measure for us
to obtain I think in the nine years that
we have um kept Peak Performance we've
only met it two or three times so we
strive to do it but it's one of the most
difficult
next is our three-year field RTO
comparison again for June we uh field
RTO uh 39 bringing us to a total of 26
236 for the year our performance goal
number two is to be able to fill RTO 25%
of all identifiable animals uh we fell
short again and that our goal or our
measure this month last month was 17.7%
our other two other Peak Performance
measures uh 10% reduction in stray
animal bites uh for the month of June in
comparison to
2023 we had a
39% decrease in stray animal bites we
had 54 for this year so far uh compared
to 75 for the same running time of last
year we had it we asked or we tried to
obtain a 10% reduction in owner victim
bites uh we had a uh 18.75 increase in
owner victim bites bring us 64 for the
year so far compared to the same time
last year at 52 this is probably one of
the Peak Performance measures that we're
looking at changing because um other
than educating people on um animal
behavior there's no way that that I can
prevent your dog from biting you it's
one of
those rare occasions where I'm there at
that same time at that same moment where
the dog may bite you so other than
education and educating people on uh uh
body behavior on animals this one's
almost unobtainable that's why we're
looking at changing this
one here is our community cat program uh
data for the month of June we responded
to 43 calls for cats and traps of those
six were already Community cats so those
were released bringing us to a total
you'll see the cats and traps to 362 for
the year we were able to release 46 so
far this
year next is our reasons for owner
surrendering uh owner surrendering
animals 18 for dogs that the owner was
unable to care for six dogs were old or
six there was four euthanasia requests
four cats unable to care for two dogs uh
the owner had just basically given up on
them they could no longer keep them home
the officers did spend time with these
individuals and try to help them fix the
problem however at the end they still
chose to own or release their
animals uh two for Lifestyle Changes
this could be anything from a newborn in
the house uh moving uh multiple of
reasons for Lifestyle Changes um two the
dog owner suddenly became afraid of them
and this was the so same dog owner that
released one cat unfortunately she was
having
um some episodes and she did no longer
feel safe with those two dogs in that
cat one cat for it bit the owner one dog
for killing livestock one dog for
Behavioral changes one dog for
aggression and again the cat for the
owner being afraid of it
reasons officers were unable to fill the
RTO uh eight no contact by phone or at
residence three the microchips were not
updated one the dog owner gave it away
but never the new owner or the old owner
never updated that
microchip um one which was a different
one and that's why I put it in here the
dog owner actually gave the dog away in
Tucson the registered owner gave it away
in Tucson and she had no idea how it got
to cruus so somebody along the way
didn't update the microchip and then one
the microchip was not
registered finally for June we responded
to
1,118 calls for service bringing us to a
grand total for the year of
6,848 highlights for animal control we
attended uh councelor karan's check the
chip event the first one was was held uh
J June 21st from 4:00 to 6: p.m. at the
East Mesa Public Safety complex the
feedback that I'm getting from the
officers about that event is that we had
maybe six citizens that came in and the
majority of them simply wanted their
microchip to be checked to make sure
that the data was updated and it was the
next one was the following day at the
Moose Lodge here at the farmers market
uh that one was held for 3 hours from
9:00 a.m. to 12: that one the officer
said that they had much more parti
ipation they actually had citizens uh
come to the booth ask questions go home
get their dog bring it back to make sure
that the microchip was updated so that
that is real good uh Outreach as far as
we're concerned we got those numbers and
because it was the farmers market a lot
more
participation and for that I will stand
for any questions thank you Gina were

thank you so much um not a question I'm
happy though that uh councelor corin's
events showed up here and particularly
for the Saturday event I believe she
said that about 50 people ended up
participating and I'm going to say
around 20% of those realized they had to
update their chips so when I'm looking
at the field return to owner statistics
it is so important I mean these are
great you know responsible pet owners
who have their dogs chipped but some
sometimes it just slips through the
cracks you move life is crazy so yeah
remember to update those chips and
thanks so much for your participation in

ma'am thank you mam Vice chair
commissioner sandes uh since we're on
the topic of uh animal control I just
wanted to point out because msia Valley
Regional dispatch Authority is now doing
the online portal to be able to make
online um reporting so if you go on the
port on uh mda's website and you click
on the 911 reporting you can actually
request Animal Control Officers through
the online portal instead of calling in
or not knowing the number to dispatch so
it's really good so I think um bringing
that out and if you click on Animal
Control it goes animal cruelty not in
progress animal in custody animal in a
trap dead animal followup for previous
case uh livestock concerns louder
barking animal and there's just a whole
list of ACO concerns so I just wanted to
point that out I think it's really
important that we start talking about it
we do a campaign with it because it's
really easy to get on and use instead of
calling dispatch or calling 911 or any
other options that you have so I just
wanted to point that out because I think
it's a great tool that we should start
using and talking about more thank you

a follow up on that I'm really glad you
brought that up um because the city also
has a 311 system that allows uh people
using the app or website as well um to
report a number of uh incidents related
to animal control so very glad to have
that so many different means uh to be
able to communicate with our um Animal
Control Officers you know I was going to
ask you with Ed the reports that you're
providing since we're transitioning to
quarterly meetings will you be
transitioning to quarterly stats as well
for the next report I don't know if you
had had a chance to discuss that with
Lieutenant weeda or
others uh chairman uh ex official bomo
um I kept my report as if this was
normal I can take any direction that you
guys would like uh however you would
like my report from this point forward
please let me know and I can make those
changes
please I I don't know do you I I think
it's a good question that I don't think
we raise so I I'm and just myself and
it's open up to the rest of the board as
well but I think it it sounds like that
would be an excellent idea to just you
know do it on a quarterly basis unless
we absolutely need the
granularity uh a monthly but I think the
quarterly would be good and I think that
would also apply for the county as well

sir um back when I was on the board
before um one of the things that you
mentioned was Return to owners that if
the the animal doesn't have any
information on its tags or doesn't have
a chip um back in the day Borman
Autoplex was doing free uh ID tags are
is Kasa still doing that sir I I don't
know I know that that when that program
came out and there was a lot of
participation in that especially like on
the weekends um however
since uh then I don't know if that
program is still in effect can we find
out if that is is still an active
program and if so um I think we should
let the community know about it again we
were very active in in talking about it
back in those days um and if uh that
particular dealership isn't doing it
anymore uh maybe we could reach out and
see if there's some other sponsor in the
community who would be willing to
provide that service uh I think it would
greatly enhance our rtos in both the
city and the county if there were a
central place where you could get those
those uh ID tags made absolutely thank
you I was in their waiting room uh about
a week ago and the sign is no longer
there I remember the sign for the
shipping and it's no longer there so I
suspect they may not be doing it okay I
I'll I'll still reach out just to
clarify and double check

like a monthly breakdown so definitely

item 9.2 is shelter statistics and
activities or the executive director's
report by Mr Clint
ther good
morning
uh board member Williams and and the
board just so you know I had a good
conver I had a good conversation with uh
Wilson Binkley and they worked closely
with the the dealership that was there
and that machine has been removed
because it something to do with cassa
not wanting to uh have the
responsibility of the lease of the
machine because the machine was leased
so this was just 2 weeks ago so that
program is is no longer right now
happening so and you're right as long if
we can get somebody else to do it it was
a good resource I utilized it with um my
daughter when she got her new pet and I
know many others did too
okay today is we're going to talk about
um our June numbers
of you got to I have some cold medicine
in me so you got to just kind of hang
with me here for a sec things get
ticking we decided to go with the a
month approach right now just for this
one so the new board members can be able
to see the
the month the sheer numbers that come
into our Center on a monthly basis we
are going to be sending out quarter
report so you can see how all those
numbers um jam together from April until
June you can see those uh but our next
presentation in October will be a uh
what is it July through
September uh presentation so right now
currently as of yesterday 447 is the
population at the ascmv
our intake in June uh was lower than it
has been in the last 2 years was 798
being the
total now the way those animals came
into the shelter uh is is important
we're going to look at those in the next
slide this slide shows the year to date
of the number of animals coming in so we
are kind of right in the middle there
between 22 and 23 with 4,612
so this is the way the the animals came
in uh as always we're our Strays by
Animal Control is always going to be the
highest they're the our our biggest
customer you can call it with
46.6% I want you to see how much uh is
coming in by Strays by the public is 28%
and then the owner surrender is always
right up there and that is a huge
concern
uh with these surrenders and you'll see
other numbers as we go through but we
have programs where we talk to them we
have a separate meeting area that we we
talk with owners why they're
surrendering anything we can do to you
know have for them to if they really
want the animal that they can have
it these are some adoption returns that
came back to us in June so we had 14
dogs uh the behavior problems we always
give out the option that they can uh go
through some um rough to ready is what
we call it it's a free service given to
us uh donana County Society helps us
with that so we uh present that but
sometimes people just don't want to deal
with it and they just flat out just give
it give the animal back to
us diverted intakes you've heard that a
lot today so a diverted intake for us is
whenever an animal comes to the center
and we say well are you able to keep it
can you you take it for a walk can you
knock on doors next door can you
anything we could do to keep the animal
from coming in at that time so our staff
did an amazing job 284 animals were
diverted in the month of
June now these are the way those animals
left the center you'll see adoptions was
at
27% reclaims 8 and so on uh Community
cats continues to be a good resource out
euthanasia unfortunately is the highest
this way this month at
31.8% uh that's the way the so our live
release rate which means the number or
the percentage of animals that left the
center alive Al live live release rate
is 68.2%
here's our outcomes your today of where
we're sitting and this this gives you a
comparison with 22 23 and 24
years uh thank goodness for our rescued
and communities in the in the community
the local community taking our animals
and also out of state and further out we
so appreciate all that they do for us
and you'll see I believe the next slide
there but our live release oh boy live
release rate year to date is looking at
uh 66.7 or 66.9 we might as well call
that
67% here are our rescues that we go
through uh action program for Animals
always continues to be a great supporter
of ours uh not only are they taking a
lot of cats but most of the time those
cats are cats with issues so injuries or
heart work or um ringworm uh so we
appreciate them so very much uh the burn
Burnal County Animal Shelter always
takes cats from us we appreciate all
that they do they are a big supporter of
us as well uh heading up there Halo does
quite a bit however they are ramping
down a little bit uh and they're they're
down here you see them with 46 dogs 22
cats so
but total 211 animals left the center
through our
rescues our euthanasias again space
General was the biggest reason for our
dogs this is uh unfortunately just no
other reason than for space uh these
animals usually are less adoptable type
animals large breed um so uh unfortunate
but we have to make room for these
animals that are coming in uh just to
give you an idea the we we post on
Facebook every single day our numbers of
the previous day and the last three days
if I remember right have been over 40
animals coming in every
day you can see the number one reason
for cats is the failure to thrive and
that's mostly kittens this time of year
we'll get those those little ones
in our surgeries continue to do amazing
things with the little things that they
have little little amount of space and
room at
365 in the month of June so year-to date
they're over 2,000 surgeries they're
performing uh other surgeries you see
there is basically anything other than
sterilization so an abrasion or a um
they might have to take a leg off or or
just Stitch something up uh so it's like
a miscellaneous catch all
there our foster program continues to
thrive we've been really pushing it hard
our foster coordinator Vanessa does an
incredible job of getting animals out
and also animals back in meaning that um
people are accomplishing their Foster
like getting animals to a certain weight
so we can get them out and get them
adopted so thank you very much to her
and all she does but we currently we
have 79 active foster parents working
and then you'll see there over 100 158
animals out into
foster our volunteers continue to do
unbelievable work uh we have a total of
3600 hours uh year to date that is
contined to be given to us 10 new
volunteers joined us in the month of
June we're happy about that 516 hours
and they continue to do amazing work one
thing that we are very happy and proud
of is we are currently doing what's
called the dog play groups these play
groups are times when animals get can
get out into our secure play yards that
we got and uh they play with one another
now you're thinking oh no we're going to
have fights and everything like that uh
in the months months that we've been
doing it we've only had one really bad
fight and that's because it's a specific
way that you bring the animals out and
also with the individuals inside so all
of our animals or all of our handlers
inside have been trained they've gone to
what's called dogs playing for life is
the group they came and gave our staff
and also volunteers who'd like to gave
them training on how to hold these play
groups you don't just put dogs in
because then you're going to have issues
but one at a time time animals come in
and it's just a constant rotation of
these animals that come in and 15
minutes of a play group with 20 other
dogs is worth an hour walk what it is
and so these animals then go mentally
and physically exhausted they go back
into their kennels they're not barking
they're not jumping they're much more
adoptable when they come through so
thank you very much to our volunteers
that I continue to do that our
volunteers just so you know our
volunteers do it uh three times a week
yeah three times a week and our staff is
starting to pick up the where they're
they're not doing it our staff is
starting to do it
too excuse me
our uh comparison or our visitors coming
in uh is we're higher and that's great
over 1,900 individuals coming in we
contribute that to our Facebook is a lot
more popular than it was our and Al our
media impact in uh Instagram all the
social
media we're focusing on so doing
great and speaking of Facebook visits
over 47 and a half
thousand Instagram click on the website
it's it's great information that we get
from this Impressions is that's like a
smiley face happy you know anytime
somebody clicks an emoji there but the
website visits were always gearing
people towards our new layout of our
website and we get we get great feedback
from that everybody likes it there's
still the complaint if you remember we
have the complaint of the way shelter
love does the searching of the animals
so if you go in and you search and you
narrow down you want to see a female dog
and you click on a dog well when you hit
return it takes you back and you have to
put that input all over again and
unfortunately that's our shelter side
sofware called shelter love that's the
way that it does it uh so we have
reached out to them they said they are
aware of it and it's on their list of
changes we have some great events coming
up Saturday the 27th there's going to be
adoptions at the plaza d lausus uh
Sunday August 4th adoptions at the Nessa
Cafe the August 31st you're going to be
at Petco and also at Little Toad Creek
at the same time our pets of the
week
drone here 4 and a half Monon old
neutered
male and Buddy who's been
adopted
fantastic and I'll entertain any
questions you may have thank you Clint
board M Campbell uh yes I hav't seen
anywhere what is the capacity of the
shelter we don't have a number of
capacity on there we go by a capacity of
care so that number May fluctuate by how
many individuals we have working it may
fluctuate by the uh amount of animals we
have and the reason behind that is is if
a mom with puppies that could be seven
animals and so it's really hard to say
we only stick to this amount I can tell
you with the amount of staff that we
have when we're fully staffed we try to
keep the population between 400 and
450 and that that is
maximum so thank

Williams Clint I I want to thank you for
the June report I also want to ask you
just generally about the 4th of July um
and that long weekend do we see uptakes
um during fireworks
season we do see uptakes of animals
coming in
it's um it's not concentrated on a
specific day which I find surprising I
think you would you know you'd say oh
the next is the fifth that we have a lot
but it's actually the whole week we have
more animals coming in uh is elevated a
bit Mr chairman I would be interested in
the board or perhaps uh asking Mr ther
to invite the uh the mayors of an Anon
and msia which are as as far as I know
the only municipalities that allow the
full menu of fireworks to come in and
and address the board about um the the
impact of full menu
fireworks on not only companion animals
but veterans who have PTSD and
livestock um I I'd like to hear from
them what they think the relative
benefits are to offering that full menu
of fireworks relative
to we're seeing a full week of an uptick
and I saw Gino was nodding his head
that this is an this is an issue in our
community and I'd be interested in
hearing from representatives of those
communities that sell the full menu um
about why they think that's a good
idea thank you board member Williams I I
I'm not a oos to it I don't know if they
would necessarily agree to come in or
maybe have a representative if if they
don't agree that's that's fine no
response is a response yeah but um I
would like to give them the opportunity
to come before us and to and to talk
about it at least begin a dialogue about
um how this issue affects companion
animals and and then there's as I said
people with PTSD and and livestock um I
think it's an issue and and I'm not
trying to put anybody on the spot but I
I do want to have the
discussion understand and I know I think
when we look at it
from uh from the County's perspective I
think those those municipalities I think
if I'm not mistaken do not have their
own acos so then it falls to the burden
falls to the county uh to provide that
and so um I'm not is that's something
that maybe the other board members would
possibly like to explore is maybe in one
of the next upcoming meetings having
putting that invite out
there I'm kind of seeing some nodding
heads so Clinton do you think that might
be possible at least trying to reach out
and begin a conversation with the
municipal other municipalities yes we
can do that and just have have some
discussion and see how we can involve
the board with that yes

GES so I just want to highlight the dogs
playing for Life aspect of shelter um I
just want to say if you've ever been
like I don't want to go there and
volunteer because the dogs are sad and
it's a sad place just pop in and I think
they're running it now Saturdays and
Sundays just pop in just go watch
playgroup and your whole perspective on
shelter dogs will change um it's an
amazing program I'm trying to already
hold back tears even if you just sit
through their their trainings um you
will just obtain a breath of knowledge
and you will see a different world of
shelter dogs by um visiting play groups
even like I said just go there to feel
good and just watch if you don't want to
volunteer um but that program is
probably one of the best programs that
the shelter has brought in so I do want
to thank you for allowing them to come
in and do what they did because uh they
are an amazing organization so everybody
should definitely check them out if you
go to their website and start crying
definitely go in person and watch uh the
play group activities because you're
more than welcome to come watch and see
what happens when they're running play
group so just want to highlight that
even more it's an amazing program so
thank you for bringing that Bo M Gates
thank you very much I I do want to let
you know that it if you've ever seen
animals
communicate it's it's it's all silent
almost and it is phenomenal to watch
these animals these dogs uh communicate
one with another stay away come here I
like you I don't like you I mean all
these things and it is so cool to watch
so yeah it's it's a trip having 20-some
dogs out there all at once and uh not
having any issues everybody's playing
there's going to be some that are just
basking in the sun chilling there's
going to be some that are running around
like crazy so it's pretty neat the
biggest like kind of plug that they have
is that dogs learn best from other dogs
and I will tell you that dogs you would
have never imagined like you look at
them and you're like that dog is not
going to be okay out there guess what
you're wrong like it's it's wild and not
only that if you're interested in a dog
adting and you want to you know go and
view this like it is amazing it will it
will teach you a lot about the dog that
you're interested in potentially
adopting especially in a shelter
environment where you don't generally
get that in a kennel or in a quick meet
and greet so highly recommend checking
it out on I believe Saturdays and
Sundays thank you B Mar Gates appreciate
that are there any other questions for
Clint uh Clinton just wondering when you
look at the um animals that are return
to the to the acmv are any of those uh
Fosters or are those full
adoptions those are going to be full
adoptions okay yeah if they're Fosters
then they're still considered our
property they're still Fosters okay so
yep I I think you know I think one of
the things that I'd like to see and
maybe we have further discussion not
this meeting but you know here in the
future is maybe having a better
understanding of how um
when we have those Fosters if they run
into any issues and can't uh may need to
return those animals I understand kind
of the process that we follow um for
that but I think I said I I don't think
we need to discuss it right now but I
think maybe uh we can bring that either
a future meeting and um and maybe for
maybe you know at least for myself maybe
I can become better educated on on the
processes that we follow you know
there's there's a really good way that
you could become educated on the way the
Foster program

last board meeting um someone had asked
about like better tracking of diversions
and I think this also actually applies
at least to County um is there any
progress on kind of tracking so that
rather than just like say okay we just
diverted this amount how many of that
was an actual true diversion that they
ended up finding a a way out of the
shelter versus ending up like the
following month in the shelter anyway um
just wanted to check in like on the
progress if you've been able to figure
any of that out yet board member Gates
that's a great question a million-dollar
question right now we're having a very
hard time uh with our shelter Lo
software doesn't allow us to put an
animal in and then follow up with it
later so it all have to be done by hand
um and and that's kind of what we're
trying to get away with or to get away
from is the use of paper and and all
that so we have talked about it in
manager meetings uh we've discussed it
but as of right now that's our only
alternative is just start tracking it
and have it on a Excel
spreadsheet and start just making phone
calls after a certain amount of time to
find out what happened with that animal
so that's okay and I'll I'll reach out
to some of the folks that I know to see
if I can find how other shelters are
doing it especially those that you
shelter love so thank thank you

it's I would like to see if we could if
the board is approved if we could add
this um as a breakdown in the shelters
reporting system on the diverted intakes
um they're just reported as diverted
intakes if we could have that reported a
little bit more um and I know you just
kind of touched on that in regards to
the diversions tracking um on how they
are but when we just report them as
diverted intakes if we could see what
kind of diverted intakes are they um are
they animals that tried to come into the
shelter and they wanted to owner release
them but they're now sent back with that
dog um request to make an appointment
and maybe a week or a month down the
road to come back into the shelter or
what is the what is the system on that
or they sent home and then Animal
Control was had to go back into that
home and pick up that animal as a return
or field or somebody who was now an
owner release from that office or to
that officer that was they originally
were at the shelter that now they the
officer had to go out into the field
that now became a stat for the officer
where originally they were at the
shelter can we get that as a reported
separately Clint is that possible
well I mean anything's possible we it's
just the amount of work that would have
to come up to get that information I
don't I don't know if we can tell so so
let me back up what you're asking is is
to find out what type of diversion it
was right how correct how why did it
come in and how did we divert it so we
can we can track that easy enough we can
just we'll have to track it on our own
and ask why you're coming in however the
end result is the problem we're having
with um I don't we'll have to have
somebody contact them and find out did
an ACO come out and get it did you find
the owner did you and and that's the
problem we're running into one is how to
track it electronically so it doesn't
add more than what the data is worth to
us more work than the datb is worth and
then following up on it so
yeah but we we can try it for a month
and we can see what information we get
and see how difficult that was actually
worth and and then we could report it in
October okay that would be fine uh I I
think so and to add with that maybe AO
can start um starting in August for us
we can start adding that information and
asking those individuals when they do
own a release that off animal on the
field was that something that they tried
to do at the shelter and if they did we
can report those numbers as well on our
end it'll be important for the board to
know

four quarters so we can just kind of see
what what the data comes out of it and
then um you know we can see how that's
on that we want to continue into the

just FYI before we get started the
finance committee meets monthly and we
do uh intend to continue to meet monthly
even though the board will be meeting
quarterly uh to go over uh financials
and any Financial related discussions
that that might might be necessary we
alternate meeting at City Hall and at
the Animal Service Center so I'll be
sending out those invitations to the new
board members with the schedule so you
can have that information It's usually
the third Thursday um of the month uh at
4M but again we'll get that sent out to
you so you can calendar that at this
month's meeting um we discussed
financials which we'll have here in just
a second and the uh draft lease
agreement between the Animal Service
Center and the city of Los cruus which
is in development now that we have the
new approved jpa I anticipate that that
uh draft lease agreement will also be uh
discussed at the facilities committee
before it comes to the full board as
well because there are aspects of that
agreement that will uh lay out
responsibilities of the of the um Animal
Service Center responsibilities of the
city related to facilities but we still
have to to uh review that on our end as
at the city as we've been going through
a city manager transition then we're
going to be working with the Animal
Service inent on that before we route
that to the committee so just wanted to
give you a brief update on that uh but
with that I'm going to go ahead and turn
it over to our accounting team to walk
us through the financials uh Josh and
Tiffany thank

of the board my name is Josh saffle I'm
the accounting supervisor uh with the
finance department for the city of Los
cruus um the reason I'm up here is we've
had several Staffing changes both in the
ascmv and in the city and uh so you may
be uh used to Mike with the asmv
presenting the financials uh but he is
no longer with us uh so what we're doing
is uh we're going to have Tiffany
present the financials and she is a new
accountant with the city uh we're very
excited to have her with us and so
without further Ado I'll turn it over to
Miss Tiffany galz for the
presentation good morning chair and
board members my name is Tiffany Galis
um so today I'll be presenting quarter
four of the financial statements um for
the period ended June 30th
2024 um keep in mind these are unaudited
and
preliminary so first the first slide
statements of net possession highlights
um the cash is
85381 and the receivables
145,50 bringing our total assets to 900
9,198 um the total liabilities and fund
balance bring it down to
999,9
198 um so this is a statement of um
revenues expenditures and changes in
fund balance budget to actual so here we
have our total revenue as of June 30th
um at 4,
161 and the total expenditures form um
sorry at 100 100.1% of budget and our
total expenditures of
4,334 743 at
91.3% with a transfer of 21,000 leaving
our net change uh to
336,000 first month it's been fairly
consistent
um and here is just another graph
showing the percentage of the total
expenditures um um a breakdown of it
with the total expenditures with the 4,
334,000
and I will stand for any questions

one so just to kind of go over it and I
see that Clint stepped out so so Bernice
maybe I don't know we'll see I'll ask my

um I just wanted to go over so we're
going to be we have a savings of 336,000
for the year
um we're going to be going into the next
budgetary year which we asked for an
increase but I believe we sat sat still
on the budget year-over-year
um so I just wanted to see if there was
a plan for the 30 36 are we going to be
looking at Staffing
increases um what is kind of the the
plan because I know that Staffing was a
huge concern during the budget cycle
last um time that we talked so I just
see that there's a large savings and I
just want to
know what we can do what are we
attributing it to and what are the
plans um Bernice Navaro and um I do know
that Clinton mentioned at our finance
committee meeting that he does have you
know they're starting to formulate some
ideas some plans I don't want to
misspeak I think part of it has to do
with the medical facility part but um
I'm not sure but I'll let him go ahead
but I do think he has some thoughts as
to what's coming up so and I and I'd be
kind of curious uh commissioner I think
one of the things that we had discussed
previously is when we did approve the uh
increase
in uh benefit or not benefits but the
increase in pay for the employees going
into this year I thought we had
understanding that we would probably
have some vacancy savings but
year-over-year
that may not be there because of that
increase and that was one of the
concerns at least with the approval of
this year's budget but I don't know
Clint if you want to I don't know if you
heard the question or not so the
question uh commissioner Shel NES had
asked was um
with um benefits and salaries being at
the 93.3 parameter uh on the screen and
we had a savings of 336,000 is there a
plan to utilize that do we plan to
hire it guess those positions I think
and and commissioner correct me if I
misspoke but I think that's what I
understood no I I think you're on the
right track with that but is that money
already allocated for the salary
increases that we or is that already
taken into the
budget well if I can understand what
you're saying so the this is this is the
money that we ended up with with the end
of the year correct so this is the money
that you ended up with at the end of the
year is this part of the salary plan
that we talked about at a previous
meeting no this is not not that I'm
aware of no this is so this is money
left over from all the
departments at the end of the the
year and we do have plans for that money
uh it was urged in my evaluation to
start a capital Improvement plan so
that's some of this money will be moved
into a capital Improvement fund
7441 uh so yeah there are plans for that
money uh we also would like to have
areas of that 112th in place you know
and we also have issues of having other
monies that for instance we are
self-insured right now so we need to
have that back that backfall there too
okay so this budget included the salary
increases that we did at the previous
meeting this budget you're seeing here
now no it does
not so because it's last year's last
year's budget it's not the budget we're
currently in now okay so is any of this
336,000 going towards
that yeah I'm I'm sorry I don't
understand question that Josie said she
can answer
good morning my name is Josie trino I'm
the controller for the
city so for fy2 beginning fund balance
uh we
estimated that it was going to be
599,000 with this change of 336,000 it
brings the
fy2 fund balance uh beginning fund
balance to
increase we're still short 40,000 and
what we had estimated we were going to
start the fiscal year
25 we're short 40,000 yes which is
overall budget overall budget which is
pretty good because originally they did
budget that FY 24 was going to have a
loss of
81,000 so this if you go into page two
of your financials
if you look at the budget section there
is a net change in fund balance so what
originally when they did their FY 24
budget they had estimated they were
going to have a loss of 81,000 what
actually ended up happening was 336,000
when we did start working into the fy2
budget they estimate what their revenues
are going to come in at what their
expenses are going to end at so they did
with those estimations um they ended up
at ending with a fund balance of 599,000
so if you look at the actual part on the
ending F fund balance it shows uh ending
fund balance at 556 th000 okay what we
did have in the budget was ending at
599,000 so that is pretty close that's
only uh 40,000 to come that Clos that
that's um a pretty good number okay so
they did but budget according to what
they thought the ending balance was
going to be okay and then my only
question then is cuz we approved the the
increases for the budget or for the
salary plan and we are taking money out
of I don't want to say reserves but it
was kind of fund balance fund balance
thank you um is that fund balance that
we took money out of this 336 or is that
added on top of the fund balance that we
already touched that that includes the
336 so it already includes that money
yes so that's where the shortfall for
2025 will be correct yes got it okay
that makes more sense thank you for that
uh so when we do the budget the were the
original the column that says budget
that's when they started with the FY 24
budget which was in December around 2023
once they started the FY 25 budget that
would have been um recently when they
were doing their their budgets setup so
you got a better idea of during the year
of how you're actually going to end up
so they ended up a lot better than uh
what they had originally um started
their budget with okay I just wasn't
sure if we were including any of those
in this um in the budget for the rest of
24 or not but that makes more sense
thank you for clarifying I appreciate
that yes I we just verified with our
budget analyst to see what their
beginning balance was and it is $5.99 so
it's it's pretty close to it and again
this is preliminary we are still doing
uh paying off some bills so um this
number may go down a little bit or if
there any Revenue comes in it might go
up a little I appreciate that thank

don't know I saw your light on earlier
so I didn't know if you had anything
else to add thank you chair Sanchez no I
thank you Josie for coming down I
actually was going to emphasize the
preliminary nature of the numbers as
well uh just to let you know it takes us
time to close out the books on the
fiscal year so even though this is uh
for the for the period through June we
do take at least another month to to
take into account all other transactions
that might come in um and so we won't
have final numbers for some time but we
did of course want to present the
preliminaries to you today thank you
thank you so much and I guess my only
question I think is as Mr vinho noted is
that there's a potential that we would
have
$40,000 um shortfall I guess my question
and thought would be is that we probably
maybe during the January meeting maybe
like during midyear review of the budget
would we kind of see at that point where
we stand and see if there's any chance
we've uh made up that that deficit with
other savings to or would we then go
back or um before we have to address or
at least figure out where we can make
that up whether that's through the you
know something joint between the city
and the county to make those revenues up
but just not sure exactly um how else we
want to do it or when we would address
it uh so thank you chair Sanchez I think
that's one of the reasons that the
finance committee does continue to meet
monthly because we're tracking very
closely uh the revenues and expenditures
and the the final fiscal year end close
of course if there's a necessary budget
adjustment that might need to come
forward then we'll work with the Animal
Service Center to prepare that for the
board's

report um that meeting was um held on
the last Tuesday the 16th at 8:30 in the
morning
uh the members that were present were
myself commissioner shord nandez and
counselor Corin along with Clint uh the
only things that we really discussed
were the this
up oh oh yes sorry
for so the only the only things that
were discussed during the uh executive
committee at that point were the um at
least on my notes that I had I did come
in late to the meeting so if I'm missing
anything I'll have have to rely on my
fellow board members here but um we
discussed the uh the upcoming agenda for
today uh we discuss some of the
uh the board makeup and how we were
going to have to adjust that with the
new board um and just kind of
anticipating what we were going to be
looking at with this new agenda and uh
board members so um we didn't get into a
lot of detail um or any other topics um
but that was all we discussed we
discussed I think that was for about 20
to 25 minutes uh but uh commissioner uh
shra randez and uh councelor Graham I'll
have to and and Clint if there's
anything else I missed please if you
won't mind filling in my blanks here
okay there any questions uh on the
executive committee on my report okay
then we'll move on to the facilities uh
committee I'll turn that over back to
Clint
our facilities committee was a
incredible success was just phenomenal
Mary Lou and I uh had a good meeting in
the lobby of the ascmv we just kind of
talked about things that were going on
the washer and dryers are working as
they should thank
goodness no major issues anymore there
completely fixed
the take this off the uh year
anniversary of the new center is
actually coming to a close here in July
so the as you know the all the the new
buildings have a warranty where you can
contact the the individual general
contractor and they'll have it fixed
while that's coming to a close we still
have several things that are outstanding
that they still need to work on not done
to our
satisfactory there are also some things
that are happening that are they're
considering regular wear and tear uh for
instance the paint in the inside the
kennel where the dogs are in the kennels
uh I told them repeatedly that we we
don't want them painted we don't want
them painted but they for aesthetic
reasons they painted them and now the
paint's being wore off because of the
dog's claws scratched off we have some
areas where we're finding that they just
filled it in with some silicone caulking
and so of course the dogs find that weak
spot they dig at it grab it out uh so
we've reported those issues there are
some things again that are wear and tear
for instance they
uh in our dog pods they have areas where
wood it's just a compressed wood with
the veneer is on the ground and they put
a rubber base uh coping around the the
outside well of course wood got wet
swelled now we have mold so we've
removed all of those out of all four dog
pod areas um and that's all
cost that that was not covered by
warrant
and nor will they so there are some
things you know we're grown with the new
buildings some things that we're like oh
dang we should have and some other
things like oh dang we did so but
overall the new building is uh beautiful
and we're working through it we did had
to purchase some freezers here this last
month uh some of those uh the ones we
have are old worn outs we purchased
those uh dishwashers are working
correctly now and yeah we're just
continue to move forward do you anything
else Mary Lou our shade structures are
in we did that for doging for about to
mention yeah so our stage structures are
in they are in the process they're all
cemented in so they're not going to go
away when the wind comes and uh we're in
the process of painting them so they
look nice and brand
new okay that's all I have thank you

mention also that we have a meeting
scheduled um on July 29th I believe in
the morning to talk about the Animal
Service Center facility and preparations
that we may need to make in the invent
of an emergency uh power failure Etc we
reached out to um OEM staff for
assistance on that so glad that we're
coming together to to have that
discussion thanks to Clint for um also
the coordination
great thank you and I saw board member
Williams I saw your like I just want to
chime in that uh last Thursday Clint
gave me a tour of the of the new
facility I hadn't been up there yet and
uh I'm quite impressed um by everything
that's been done
I I remember everything that we did to
try
and Jerry rig and and uh use duct tape
to put the old Center uh and keep it
working and so to have the the old
Center be the medical center um with
some dogs that are still being held
there that the public can view and then
to see the news center and uh everything
that that has gone into that it it's
just night and day um that new Lobby is
quiet the the cats look as happy as I've
ever seen cats in a shelter
environment um it the old shelter was
noisy and smelly
and it and it doesn't smell as bad um
you know that there some of those odors
are are deep into the into the the
building itself but it's just night and
day and uh I couldn't be prouder of our
community the people who voted for that
goond
um they really they got the bang for
their Buck uh up at the Animal Services
Center and and uh when we look at that
that's one of the reasons I want to be
on the facilities committee I don't want
to see us go into the kind of decline
that we saw with the old facility I want
to keep our our our toes on this one and
uh make sure that that uh we're we're
doing the kinds of things to make it
last uh and to continue to be uh just a
a jewel for for our community I I really
appreciate all the work that went into
it thank you Clint thank you Mr chairman
thank you board member Williams and I I
think I appreciate you even highlighting
you know the the work that the board the
voters did in in voting for that go Bond
and thanks to the city of Las Cruses for
um you know having that uh on the ballot
and the vision for it because I agree I
think if if none of the board members
haven't had a chance to have a tour with
Clint and and the staff your spot on it
it's a night and day difference and it
really elevates what the team can do um
with the animals that that they have
there so thank you for for

item number 10.1 which is a resolution
to accept the pet love life- saving
impact grant for 110,000 and amend the
fiscal year 2025 ascmv budget and just
for the record that
resolution um is listed as number 20

uh Grant has come as a little bit of a
surprise we originally asked for $75,000
to purchase a adoption trailer this
adoption trailer is fully enclosed HVAC
uh enabled has a generator on it uh you
can clean inside of it uh drain
everything uh it's by Jones trailer um I
actually utilized one at another
facility that I was a director of was
absolutely amazing when you pull up with
that thing all wrapped out decked out
and people just come flocking to it when
they when they see it also necessity
right now we are our animals are in wire
crates
and uh no air conditioning they overheat
they get hot uh we've had to actually
put animals in cars before with air
conditioners going because it gets so
hot so this is a big game changer for us
Petco answered in a big way they
answered us and said we're not going to
give you 75 grand we're going to give
you 110 so we're able to uh make the
trailer a little bit bigger still
pullable by a a normal F-150 with no
extra frails on it so that was a must
uh we're up to the bigger generator we
got two air conditioners on it so this
unit is already in production and
supposed to be available to us by the
end of October so we're really excited
for that all right great thank you Clint

what was coming up in the Petco love and
what was coming up on like the shelter
love page on the website so I just
wanted to note and make sure that
there's kind of a plan in place for uh
making sure whatever changes are made
with regard to um maybe the shelter
directing people to pet colab just
making sure there's good communication
so that everybody within the shelter
knows like what aspect of uh lost and
found pets uh will be like basically
that that's going to technically be the
primary resource for lost and found pets
in our Through The asmv Eyes based on
this grant
so uh board member Gates this this Grant
and the lost and found that you're
talking of are are two totally separate
things so the Petco love is Petco's
charity arm and the one the website
you're talking about is Petco love lost
so we're not using one because of the
grant we're not using that because of
the Grant had nothing to to do with each
other but I I am concerned about you
said discrepancies so afterwards let's
get together or you can you can email me
whatever you want to do to show me what
those discrepencies are and we can we

had the other attorneys say that they
had no right or no issuance to give that
money out because there's still in
litigation about it also there are no
rules uh set in place for instance what
if you don't use all of the money uh
when is it considered how long is this
considered for all these rules were not
put in place so the Medical Board in
their uh wisdom stay the it's time to
recall all of them so not only us it was
all of the awardees were uh got that
money taken
back so we need to do this resolution to
take it out of our system we never
received any funds it's just paperwork
to get it
